On the combat maps in which the enemies have a large number of weapons, I like to substitute the 'Special Takedown' move (Y+B or Triangle+Circle) with the 'Weapon Takedown' move (Y+X or Triangle+Square). Destroying weapons, especially early on, will prevent future enemies from picking them up off the ground. This is extremely useful if you dislike confronting the thugs with the knives, tasers, and shields, and it helps build your combos because you can simply strike the enemies without worrying.
