Yes, the "ocean" is how the crowd looks from onstage - the multitude of people moving look like ocean waves. When Robert sings the lyric "Now I'm singing all my songs to the girl who's won my heart. Now she's only 4 years old and that's a real fine way to start." is a reference to his daughter, Carmen. When originally recorded, the lyric is "...Now she's only 3 years old..." but he updated it since by this point, she'd turned 4.

Not only that, Jimmy was trying to pull together a guitar performance from the album version that had like 10 guitar overlays within it. You really need to hear the album version of Ten Years Gone. You may have by now.
