You didn't specify that D.Va's Fusion Canons are hitscan, while her Light Gun is projectile.
Winston's secondary fire is hitscan, according to the wiki (which explains why it is affected by Baptiste Amp Matrix.

While inconsistent, it does make logical sense that deflect does not reflect melee damage back at the attacker because the animation for deflecting looks more like a parry or block.

it would technically work as a beam attack!
Earth Shatter is an attack that is generated by a hero's weapon (Reinhardt's hammer), and is blocked by barriers, but can pass through matrixes and deflections, and will not be boosted by Baptiste's ultimate - which makes it consistent with the interactions of beam attacks :)

I like your videos but your curiosity on why meelees aren't deflected and calling it an inconsistency is a little wack. And I wouldn't exactly call Ramattra's pummel a meelee.

It's only inconsistent as it has NO interaction with deflections. If you think about shield interactions, EVERY attack against a shield will either DAMAGE the shield or PIERCE the shield - there's no attack that does NOTHING, so it's a very small bit inconsistent :')
Ramattra's punches are melee just because of their ability to pierce shields and matrixes. If they were coded as a projectile attack, they would be blocked by shields and matrixes. I definitely agree that they feel more like a projectile, but they are technically melee! :)
