Then DOT supervisor flowing and citing the tickets for the construction companies, these tickets aren't small amounts $$$... Organized theft by city workers...
Yes, tow drivers are allowed to drag a vehicle with locked wheels. It's the rest of that statement that most of them ignore. The second half goes "To a location where the vehicle can be re-rigged." AWD SUV, there's dollies on the back of that wrecker for a reason.

Edit: Dude dropping the car and dipping out winds up being a unsecured load fine. An intelligent wrecker operator wouldn't have hooked it in the first place unless they already had a plan for how they were going to get it re-rigged.

I think i saw this exact truck and car being towed away like this in Brooklyn!!! For people wondering: They were doing road work and there were signs up saying to move your car at a certain time. This driver didn't do that and their car was towed away. I do have a question: Why were the rear wheels dragging and not rolling?

There"s a show called "Parking Wars",the city of Philadelphia,does this all the time!.If you owe them money on tickets and they find your car,they just grab it and tow it away.In park,in gear,whatever!How the hell does that work?
@@Andrew-zv4fm I understand about the sign, he doesn't know how to tow the vehicle, the vehicle needs to be on a dolly wheels or he needs to disengage the transmission, he doesn't know what he's doing, so he has no business Towing.

Even if it is true, they just dropped it in a busy bus lane and left it there. I wouldn't want my vehicle dragged down the street.

Looks like fraud and criminal activity on the tow truck drivers side. He left it in a bus lane.
They usually put a 48 hour pass on your windshield, so u don't get towed or a ticket
