Learn to cut lines to a shape in Illustrator two ways. One results in lines with blunt ends which have a more graphic look. The second method cuts the ends of the line so they follow the edge of the shape really closely. The two methods are very different and I'll explain why you need to use two different methods and how the results are obtained.

Nice tutorial Helen! Is there a way to keep the spacing between the lines entact when reducing the size of the circle afterwards. When I'm reducing the size of the circle, the lines seems to merge into each other and there's no space left in between the lines.
So, if the lines don't get thinner when you size them down, check your settings. Choose Edit > Preferences (on a PC) or Illustrator > Preferences (on a Mac) and choose General. Make sure Scale Strokes & Effects is enabled and try again. Your lines should get thinner - provided you are using the cut option that gives you lines and not filled shapes. Once you are dealing with filled shapes scaling works differently.

Do you mean that the ends aren't rounded? If so, are they lines or filled shapes? If they are lines you can choose the rounded end option for them. If they are filled shapes you chose the wrong way to 'cut' the lines as they must be lines for the rounded ends to work.
Good tutorial and very helpful for what I was looking for. I also wonder about filling other shapes that are not so straightforward as a circle with lines. I tried to apply this technique but to no avail. Seems that maybe it's something to do with the reasoning of why the lines have to be within the bounds of the circle in order to use the shape builder. Not sure though. Any thoughts? For example like if it were a shape like an upper case E to be filled with lines.

Can you do this in photoshop?
Great question. You can only do the one where the edges of the lines follow the edge of the circle. You can do this as a bitmap or as shapes/paths. However, you can't do the one which has lines that each have similar rounded ends in any situation - Photoshop just doesn't have those tools to make it easy to achieve.
