You shouldn't use a tack cloth on clear coat. If the clear is dry enough for the tack cloth to not stick, then you waited too long for the next coat. The clear should be slightly tacky but not stringy before adding the next coat. If it's completely cured, it should be sanded before applying another coat.
    Hope this helps someone

@@modernvehiclecare what brand clear coat did you use? Was it the same can you used on the light coat and heavy coat? Meguairs headlamp protectant ruined my brand new headlights last year, so I'm going to eventually have to do this. I definitely don't recommend Meguairs headlight sealant on new headlights, though they say it's good to protect them. Bad mistake.

I managed a mechanic and bodyshop for about 20 years. Glass headlights are the best. Since about 1999-2000 most headlights are plastic cheaper in cost to produce. Once they turn yellow and oxidized (cataracted) people to repair them by buffing or sanding so on. They’res limitations on how long it will last. 3 months 6 months 1 year..? Or cost of time on disassembly and reassembly and materials it wouldn’t hurt to get a price on a aftermarket if available. It’s what the individual can afford. Cars are not cheap. Good luck.

Since 99? Ummm but your totally right. Plastic is too hard for clear to stick to. At least try an aerosol adhesion promotor! He's just making the problem worse by using really fine paper on it. It's one of things sometimes you gotta do but you can't charge for it or warranty. I don't see why he just didn't polish it and get it outta there. Used every grit in the shop plus ties up a stall for an hour or more for a freeby. Woulda been a lot faster to do this before the headlight was put back in. Plus no over spray. I could go on but people gotta learn the hard way

in that situation its recomended to do a spot repair in a way to preserve as much original coating as possible.
the scratch should be field with a hard resin ... light sanded to level it .. and bufed ... and then ceramic coated.
all original coating is preserved and the scratch is about 90 to 95% invisible .. and durable ... and both headlights age the same way

I would personally never use clear, especially on a car that is driven in the winter too. Those small rocks on the road will do their best to chip it away, and it will look pretty messy. That's a TON of sanding for headlights that were already quite clear to begin with...could have just used 400 grit right on the scratch, 1000 grit on that, then 2000 wet or 3000 dry on that, then a polishing pad and some polish and saved a lot of time and money. The clearcoat isn't needed just for scratch repair if you regularly wax the headlights just as you should for the paint.
