The scene leading up to this was just as hilarious. Otis arrives at the sheriff’s office, then routinely walks toward the jail cells. While still standing outside the cells, he notices Barney already behind bars. Otis: Oh, another prisoner. Hi, mate! ... Hey, it’s Barney! ... Wow, for a minute, I thought you were locked in a cell. But you’re out! I’m the one that’s in, right? (Looks at Andy) What are you in for, pal? ... Wait a minute, you’re Andy! Ah, you ain’t in, and I ain’t out. Me? I ain’t in, and I ain’t out. I’m in the Twilight Zone!”
I always get a thrill when Barney & Otis get into it. They just crack me up. The other one I love is when Barney is testing Otis on his driving skills.What two great actors.

He got arrested by Gomer for making an illegal U-turn (i.e., citizen's arrest). And he refused to pay the 2-dollar fine, so he had to do 5 days in jail.
