Scenario 1 (The masterminds thought they were the only mastermind: I'm surprised too Scenario 2 (Everyone was the Mastermind and working together): Yep
Here's my head-canon for each of the Mastermind!Characters (likely will be updated through time.): Mastermind!Makoto: 'Now do you call this luck? The fact that I've outplayed every single one of you to reach this tragic conclusion? Luck might have been something that contributed to me today, but it is my own effort that achieved this end. Unlike you who are born with envious talents, I gained my own skills, and with them... I will tear every single one of you down.' -In this case, Makoto isn't exactly the hopeful boy that he is. He thinks that his title as Ultimate Lucky Student is a degradation on him, and it was evident from how much he might have been looked down upon by other members of the class. Obviously, he snaps and goes on to become the mastermind, creating the killing game, as vengeance against the 'talented Ultimates' for looking down upon him. He solves the murders, to allay any suspicion on him, and even constructed a solid 'backstory' to hide the truth. But in the end, it's Kyoko who realises what is bad with Makoto, and outs the truth about his nature. And from then... Makoto only laughs madly, and the final class trial really starts. Mastermind!Aoi: 'Don't get me wrong, I don't hate any of you at all. But it's just that I wanted to get rid of you all, because I needed to be alone on the top. I wanted to be the most famous person there was, but when you're in a school where everyone has more attractive talents... Well, just believe me when I say this... I wanted you all to die without having to hate me for it, but guess it's too late for that.' -In this iteration, Aoi is quite the spotlight hog. Although she keeps her affable and tender personality that made her beloved by everyone else, she just couldn't see other Ultimates as nothing but her 'rivals' who would likely steal her spotlight. Perhaps in her childhood, she had a bad upbringing that enforced the idea 'be number 1, or be nothing', contrasted to her canonical 'winning doesn't matter, it's the journey to the top that counts'. She genuinely was reluctant to be a murderer, but she is forced into the extreme method, after learning about it, and theorising how effective it was, and how it was the only way she could eradicate them and keep her path to the top without consequences. However, Makoto, heart-broken that one of the most kindest person he knew, would be responsible for this killing game, outed her within the final class trial. Mastermind!Byakuya: 'The Togami Family has funded such killing games ever since the conception of Hope's Peak Academy. It has never been found out, and it never will. So cease this futility in finding a way out... I always win in the end.' - As evident by his abrasive nature, Byakuya finds amusement in watching the entire class go at each other's throats without restraint, in the peak of despair. Within this universe, the reason why there are so many classes, is that they've never graduated, because each of them were thrown into the Killing Game, and none survived to tell the tale about each one of them. Every Killing Game was led by a Togami family member, with Byakuya being the latest one, interested in seeing the appeal of it. It is a battle of wits, between the observant Makoto, and the sharp-witted Byakuya. Who will win? Freedom or slaughter? Mastermind!Celestia: 'But isn't this the greatest gamble of them all? A game where even the slightest mistake can put all of your heads on the chopping block? I simply relish the feeling of being at the edge of the blade, with my own life on the line in this lethal game of death! Don't you feel the same, win or lose, it is the greatest rush of adrenaline and excitement in the gamble to the death! AHAHAHAHA!' -Celestia, in this scenario, would likely have a twisted personality. Considering that money is but a fleeting resource, but lives are invaluable, to gamble your life and win is what Celestia considers to be the greatest prize of them all. She bet her life against the yakuza, with threat of death, and yet her gambling experience has never let her feel the slightest rush. That's when she thought of a killing game: as a mastermind, she would make others gamble their lives to stop her, and she would gamble hers to keep the game going for her amusement. As it does not truly draw upon her gambling talent, it means that she is truly without advantage, and her life can really be lost... and that is all it took to convince her to go through with it... For she awaits the day that someone would challenge her for the lives of the students, against her own life, in a gamble with the highest stakes she could ever imagine! Mastermind!Chihiro: 'You know, I never really did like any of you at all. Pretending to be a meek little lamb before all of you... Speaking those words makes me feel sick in the mouth. Once I'm done eradicating you lot, I'll use what I learned from here to create the nation-wide killing game. And then... everyone will know what it's like to be the one who has their fate decided by their greater." - Like canon, Chihiro did not have a good childhood, with all of the bullying and discrimination. However, instead of dressing as a girl to fulfill his weakness complex, he instead turned vengeful to the world that did nothing but look down upon him. His first creations was Monokuma, programmed with his AI, and he quickly created the basis of the killing game. He was easily able to pretend that he was a harmless victim, with his past experience as a child. But once Makoto revealed his true intentions, his true vicious and spiteful personality showed, with a twisted smile of sadism on his face.
Okay, this is cool, looking forward to mare head-cannons, like for Yasahiro, like, Was he just high as fuck and decided to come up with something like this to test his clairvoyancy, test to see if he could predict the killers and outcomes of each games, so he could truly earn the title as Ultimate Clairvoyant?
Akane was technically going to be the mastermind but it was scrapped on early development. That's probably why her surname is Owari ("end") in contrast to Hajime's name ("begining").
I think there's potential if some of the characters were Masterminds, for example: • Hiyoko being the Mastermind would be interesting since: 1) Her death has barely any significance to the plot [perhaps that was the point...] and 2) It would be pretty cool if she revealed herself as an adult like in the newspaper • Kiyotaka being the Mastermind would be interesting since: 1) The "Ultimate Moral Compass" forcing students to kill each other would be a perfect contrast 2) He could point out how no one mourned his death and didn't care about him 3) He could've been Junko's assistant [he could have lots of knowledge on HPA], but betrayed her and killed her [And she probably would've let him just to die knowing her plans failed] • Tenko being the Mastermind would be interesting since: 1) She could drive Himiko into despair and have her join her side 2) Notice how only one guy survived between the three survivors? sHe WaNteD tO gEt rID oF aLl tHE MalES?!?!? 3) It would be cool to see Maki finally show her assassin skills properly and fight Tenko • Kokichi being the Mastermind would be interesting since: 1) It could more properly represent how after 53 seasons, Team Danganronpa has truly ran out of ideas by having the most obvious person be the Mastermind 2) He would, opposing his previously personality, tell the truth the entire time, driving the survivors into despair even further with brutal honesty

I have this Idea all of the protags (plus the fangame, Dra protags) as masterminds would be based off the 7 Deadly Sins. Makoto = Pride (As the ultimate Luck, he’s be the only Matermind to get away with it all) Hajime = Gluttony (With every dead classmate, he gains their talent, and greedily wants more) Komaru = Envy (Loathes everyone with a talent, INCLUDING AND ESPECIALLY MAKOTO) Kaede = Greed (Probably the most rich and influential mastermind (more so than even Byakuya)) Shuichi = Wrath (I had this hc where Shuichi is Kyoko’s son. So when she died, instead of having a cool head, he took it out on everyone) Yuki = Sloth (did it all out of PURE BOREDOM. Sora = Lust (extremely obsessed with Yuki.
In a sense, Hajime as Izaru is technically one half of the masterminds in DR2. He is the reason why Junko's AI got uploaded to the virtual world in the first place lol

Once he was hijacked by the viewers, he pretty much became the right hand to the DR staff themselves

However, instead of dressing as a girl to fulfill his weakness complex, he instead turned vengeful to the world that did nothing but look down upon him. His first creations was Monokuma, programmed with his AI, and he quickly created the basis of the killing game. He was easily able to pretend that he was a harmless victim, with his past experience as a child. But once Makoto revealed his true intentions, his true vicious and spiteful personality showed, with a twisted smile of sadism on his face.

I think there's potential if some of the characters were Masterminds, for example:
• Hiyoko being the Mastermind would be interesting since: 1) Her death has barely any significance to the plot [perhaps that was the point...] and 2) It would be pretty cool if she revealed herself as an adult like in the newspaper
• Kiyotaka being the Mastermind would be interesting since: 1) The "Ultimate Moral Compass" forcing students to kill each other would be a perfect contrast 2) He could point out how no one mourned his death and didn't care about him 3) He could've been Junko's assistant [he could have lots of knowledge on HPA], but betrayed her and killed her [And she probably would've let him just to die knowing her plans failed]
• Tenko being the Mastermind would be interesting since: 1) She could drive Himiko into despair and have her join her side 2) Notice how only one guy survived between the three survivors? sHe WaNteD tO gEt rID oF aLl tHE MalES?!?!? 3) It would be cool to see Maki finally show her assassin skills properly and fight Tenko
• Kokichi being the Mastermind would be interesting since: 1) It could more properly represent how after 53 seasons, Team Danganronpa has truly ran out of ideas by having the most obvious person be the Mastermind 2) He would, opposing his previously personality, tell the truth the entire time, driving the survivors into despair even further with brutal honesty
I can imagine Kokichi berating everybody with plain honesty.

I have this Idea all of the protags (plus the fangame, Dra protags) as masterminds would be based off the 7 Deadly Sins.
Makoto = Pride (As the ultimate Luck, he’s be the only Matermind to get away with it all)
Hajime = Gluttony (With every dead classmate, he gains their talent, and greedily wants more)
Komaru = Envy (Loathes everyone with a talent, INCLUDING AND ESPECIALLY MAKOTO)
Kaede = Greed (Probably the most rich and influential mastermind (more so than even Byakuya))
Shuichi = Wrath (I had this hc where Shuichi is Kyoko’s son. So when she died, instead of having a cool head, he took it out on everyone)
Yuki = Sloth (did it all out of PURE BOREDOM.
Sora = Lust (extremely obsessed with Yuki.
In a sense, Hajime as Izaru is technically one half of the masterminds in DR2. He is the reason why Junko's AI got uploaded to the virtual world in the first place lol

Mukuro: Pretty obvious being one half of the Ultimate Despair with Junko
Hajime/Izaru: As revealed at the end of DR2 and UDG, Izaru was the very reason Junko's AI was uploaded to the Hope Restoration Program
Nagato: He's technically this in UDG as even though Monica is the big bad, Nagato was the one trying to push her to being the next Junko in the first place
Keebo: Even though he is technically the true protagonist, he is supposed to be the face of the killing game of DRV3. Once he was hijacked by the viewers, he pretty much became the right hand to the DR staff themselves
