What this Steve is the same Steve who plays Asian Jim? He left his job as the vending machine guy to become an actor and since he was already Jim's friend, it makes sense how he already knows how much about Jim's life!

I always thought it was Gordon Gekko, the hair is more Gordon, but the tie is closer in colour to Bill's... I'd say he was going for Gordon as with Bill he at least would have got the glasses, and he would have got his hair right (Bill's hair is closer to Ryan's non-halloween hair anyway).
