- What is going on everybody, this is TGA, and in today's video, we're at the Devon & Cornwall Police HQ, at Middlemoor in Exeter, the one cop, James wasn't too bad, although he seemed a little indoctrinated. PC Tony Wood had the worst attitude trying to demand my details.
The old guy just wanted you to feel intimidated and ready to surrender your rights like hes used to but James seemed respectful and professional and seemed like a constable worthy of serving the people.
I've seen others audit this place and PC named James did his job correctly and in a polite manner which is what is expected from people who are paid to police 👍 to him.

I've seen at least two other auditors come here and at those two occasions the personel acted "significantly worse" than that PC James. James is one of the few cops who actually have exactly the attitude and behavior that the majority wish from a cop. We don't mind cops treating criminals very stern when the situation demands. It's when cops behave like criminals we become "frustrated" to the very least. That other cop with the grey t-shirt had a really poor attitude, asking about ID like he actually had authority to demand.. He's the kind you wish to see get hurt.
Interestingly the ID PC Tony Wood produced had expired back in September 2021.

I am usually critical of trespassing audits. But this one certainly highlighted the appalling way the police conduct their own security. A great job done here.

James gets the job done by consent, not by trying to intimidate, or act like tyrant , or by being unprofessional by refusing to Identify.
James 10/10 , tyrant O/10 and the tyrant got totally schooled by James , and was left looking stupid by how easily James got the compliance that he could not get.
I know this is only a tiny glimpse of one police officer, but if every cop was like James here... there would be no division between 'us and them'. If you're watching, James, nice one. 👌👌

I am always surprised by the lack of training in respect of photography and video by security employed at Police HQ's and public buildings and the responses, the level of security seems to vary considerably between HQ's in different forces.
PC Tony Wood's warrant card that he produced has expired back in 20th of September 2021 looking at it on the video, makes me curious as to his power of constable if his warrant card is expired.
The other cop James was much more professional and quickly defused the situation involving PC Wood before it went south.

They just don't seem to understand that they are the"public interest". When they pretend to know the law, and then get exposed as being totally clueless, that's the "public interest"! Maybe a lawnmower wouldn't go astray at this place!

1.Failure to identify.
2.Sunglassed whilst interacting.
3.unauthorised paraphenalia on issued uniform.
Police can refuse to ID if they feel that doing so poses a threat to their safety.

Yes James it is attitude. He was contemptuous full of assumptions and offensive. He wouldn’t give his name so he thinks he escapes culpability. He doesn’t he lowers the respect in which the police are held. He also failed to advise that TGA did not have to give details as per policy. So he is a detriment to the force but nothing will ever convince his egocentric belligerent attitude that’s he’s wrong. However in contrast James you were willing to explain and listen. As TGA explained the gates were wide open so he did have implied right of access until you removed it. Tell Mr attitude he is the reason there’s a gulf. His personal view of auditors should not effect his behaviour, but use it as a means of bridging the gap and increasing the respect.
Police can refuse to ID if they feel that doing so poses a threat to their safety.

Let's say he produced a weapon and killed members of the police service, example being Sergeant Matt Ratana who was shot on police premises less than two years ago.

Tell him to identify properly and be professional as the second Officer in uniform did. When the first plain clothes Officer realised he was being filmed he changed his tune. I wonder how and what powers he may of abused if you was not filming. This is in my opinion worrying as he asked if you had identity would he of used the old section 43 terrorism act. This is in my opinion why filming when approached by any official is a must. Its a sad state of affairs I know a lot of good officers as the officer in uniform was professional and open to discussion. The first one in plain clothes needs to learn a thing or two from the other officer. What has happened to being human open conversation and respectively treatment of each other. To the first plain clothes Officer sorry poor do better the second Officer spot on.

How is it a restricted area when there are no signs on the public footpath?
At 14:34 - 'No Unauthorised Access Beyond This Point' must mean something different in Wales? He actually filmed the signage you say didn't exist.
@@taIlboyandy23, 'the point' is on the wall, perpendicular to the direction people will be walking in. It is not illogical to assume it is intended to refer to the parking place immediately to the right of the building of you when you continue to walk on. It would be rather strange for anyone to infer it is supposed to stop people continuing on the public foot path.

This is just about provocation, s33 stating '.. the public have or are permitted to have access...'. Clearly, The above is police HQ and not a public place and there is no reason for the public to have any implied right of access.

You seem to imply that provocation is something grievously wrong. I'm not aware of any such regulation or law. It seems to me that if police is so easily provoked, they demonstrate there is something wrong with them. Witness the difference between the two officers, the one in uniform and the one bit in uniform.
Other than that, I am if the opinion that legal steps should be taken against the MET officers who enabled the partying in #10 and their superiors blocking the understanding thereof.

@@taIlboyandy23 Correct. The unanswered question is were there signs at the place he actually entered from, in which case he was acting lawfully ( I must presume obeyed as this auditor alway does). There must - not should - be signs of reasonable size at all entrances. Also a sign on the plastic hut for example.
Not legally. Civil law is still law.
Its not a crime but intentional trespass is a tort.

They help prevent trespass but they're not mandatory.

You should do live stream word bingo/drinking game like Donut Operator used to do but for auditors. Words and phrases like 'Obviously', 'section 43', 'I don't have to give you that', etc.

Tell him to mind his own business. If you are a trespasser all he is able to do is instruct you to leave . End of story. It can’t be protected or restricted if anyone can walk in. That other cop was too full of himself. If the public have access then it is a public place at the material time. It is not a restricted area , it might be a private area. A restricted area would have signs up saying, guess what, ‘Restricted area’ or ‘ Restricted area keep out’

I think that young copper done you a favour there, I think he knew what that other copper was up to there so de escalated the situation by taking control, the other one wanted to push your buttons and intimidate you.
These cops keep saying confined area please tell them, A confined space is a space with limited entry and egress and not suitable for human inhabitants. An example is the interior of a storage tank, occasionally entered by maintenance workers but not intended for human occupancy. Not a bloody car park/yard.

Actually I think that constable James was mocking this totally misguided twat who strolls round dressed like a ninja deliberately trying to provoke an argument. His pathetic reasons for totally ignoring an incredibly clear sign telling him to keep out clearly made PC James laugh. Auditing is becoming more and more pointless and given that the police now have an offence of intentionally causing a public nuisance I hope that many more of these idiots will be arrested

The guy in sunglasses was very dodgy, didn't give his shoulder number and he carried himself in the typical way of those with inferiority complexes, but at least he kept it together.
Its also the opinion of 100s of thousands. As James said he was aware and watches some auditors, that was why he was nice he did not want to make a fool of himself.
The plain clothed, scruffy plod at the start would be called a bullying thug in any other situation. He needs to be disciplined and retrained imo. So unprofessional in so many ways. Interesting thought - when he eventually leaves the police farce, what area of work will his skills be useful for? Factory security guard? Disco door supervisor? School caretaker? Cinema cleaner? Hi T G A, so this one takes a while to get going then the security chap is nice enough but I could not help but notice the sign at the base of his shelter displaying the current state of alert!, on this day blank!, what does that means exactly, does it mean they are all fast asleep!, surely that is not the sort of information they should display to the public and of course potential attackers, Oh sorry I forgot no police stations have been attacked!.
The security chap then comes to tell you that the barrier in the road also applies to the footpaths!, this is not true, access laws for people and vehicles are not the same. Restrictions on traffic do not apply to pedestrians!, there has to be a closed barrier on the footpath itself to revoke the otherwise implied right to access!.
I am not suggesting that you should invade the place just to wind them up but you could mention the facts to the security people.
Then at about eighteen minutes in the open yard a 'coproach' come up and starts the tyranny trip, he tells you it is a 'secure' site and demands that you tell him how you entered, but you cannot have entered, the site is 'secure'!.
When he realises that you are not as compliant as he would like he tries again, and again, he gives up and 'James' has a go!, he behaves a bit better but he too seems to think that you are not actually there because it is a 'protected area'!. then he 'orders' you to 'understand' that the coproach's bad behaviour was justified in some arcane way!. Because right now it is a restricted area.
In the end it turns out the gate had been left open for you and he did accept that it was their mistake and said he would attend to the matter, on that basis alone your behaviour is a good example of what the Chief Constable was saying about the way photographers actually contribute!.
Altogether a very good and interesting sequence of encounters, maybe you could have made more of the coproach's bad attitude!, he should not have been like that in the light of the open gate, while that might be expected of an ordinary person it is not good enough for a public servant!.

Any police employee can enforce trespass on police property. Even the civilians can do it. That's because they are not acting in their role as officers, they're acting as agents of the land owner - The Police Commissioners Office.
And please.....stop going on about "right of access" - there isn't any. Its a "permission" of access. And it can be revoked as it was here. You can't revoke a right.
