I Have a Strange Neighbor! 🤨🌧️

Our neighbor across the street is a total weirdo.
Decides to rinse the leaves off his car with the garden hose as it’s raining buckets! It was sunny the previous day.
Finally realized it was raining and gives up in defeat!
