This is the Human Defeat from the human game from Jeff Wayne's War of the Worlds PC game.
Probably the best quality version that you will find outside of Jeff Wayne and his associates.
I have extracted the video from the Bink FMV files bundled with the PC game, removed the interpolation that caused the weird horizontal lines and have created a new version with smoother and less jagged video.
