That 3rd, shorter fife was made by the Cloos company, which unfortunately closed in the 1950s. There are repro/modern fifes that play just like it through MusiqueMorneaux and Ron Peeler.

Quick question. I have found a wooden fife with metal on each end.
It also has both ends open. Is this how it was made or is it missing a piece?
Both ends of the fife should be open per se, but there should be a cork stopper in the end closest to the embouchure hole.
