Anyone can learn Vedas as long as you are able to unerstand and pronounce the teachings. FYI, some of the Rishis are hunters, some are decoits (Vishwamitra), some are kings etc. So it is your interest in learning which matters. YOu will find a teacher if you truly search. And nowadays it is abundantly available in internet.
Kindly find it from a known source in Chennai. LIFCO has slowly moved out of Vedic books publications as told by a friend. But check for old editions available. Esp, enquire in T.Nagar
