A jagged edge most likely the way he cut it, But you can use a black marker instead of a pen and it cleans off easily with alcohol. Heck, I've even cleaned Marker off with hand sanitizer.

How to shorten horizontal blinds
A pen? So now you have a line, a mark on the blind that's visible. On top of that, you bend and twist the blind to snap it where it should be. This leaves a horrible rough edge and is not clean looking. Why don't you take the few more seconds and use a scissor, a cutting tool to do it right. ------Would you do this on a job, if you were held financially responsible? I doubt it!
Lightly sand the edge with fine sandpaper to smooth it out and remove any pen markings. Worked for us and was super fast. Thanks to fixitnowproductions for this! It was great.
or just use a box cutter

My blinds have a weight in a sleeve at the bottom of each slat. This method is not really a satisfactory solution.
Just go to home depot and have them cut your blinds. They do it for free. If you want to do it yourself don't use the ink pen, use a marker. It cleans off easy with alcohol. And a really sharp Box cutter Whatever you do don't bend them😅
Terrible craftsmanship. Need to cut them clean. The one you folded over was so ugly on the bottom. Bad idea.
