Shotaro Ishinomori (009's author) was a disciple and friend of Osamu Tezuka (the man who created Astro Boy). Tezuka's influence is clearly noticeable in many of Ishinomori's works.
008's appearance is actually normal for how they drew Black people in comics and cartoons back then this was normal until the late 70's or 80's when they took on a more proper standard
In the third volume of the original manga, 007 decided to change his default form into that of a little kid. So from that point on, he always turned back into one. So I guess the creators of this anime series decided to make 007 in that form instead of his adult's.
Interesting that Katsuji Mori also voiced Go Mifune of Mach Go Go Go, Ken Washio of Gatchaman, Jouji Minami of Tekkaman, and Jean Pierre Polnareff of Jojo's Bizarre Adventure. The only character he voiced currently in this decade was Kobayashi-sensei of the Law of Ueki.

For anyone found this video randomly, and confused and upset by 008's design, at this time most japanese people have only seen black people from being referenced from the racists minstrel shows, you have to remember that Japan at this time was probably as close to 100% ethnically similar than any country ever, even to today. Im sure they did not have any negative intentions with the design. If there's anyone to blame, its the ACTUAL disgusting racists from the U.S entertainment industry at the time.
