I had to replace on a customer's Hustler Raptor sd

All those brackets are weak. Hustler makes a kit to beef up all those brackets.

Lock washers are useless.
I’ve had good luck with them.
The Snapper ZT I’m currently working on has grade 5 bolts with Belleville washers and collar lock nuts at almost all locations. Pretty impressive.
