I actually think (more so hope ngl 😅) Megatron will appear in the next movie or at the very least get mentioned by the Decepticons. This design looks phenomenal and menacing ! The colours are great, the robot mode is amazing, the tank is perfect and the jet looks pretty cool. Like you said, a plane would have been better and make him even more unique. I really want to see him in action on the big screen !
@PepeGibonsounds like a great idea. Recentering on the Autobot VS Decepticons after ROTB is the best choice in ly opinion. ROTB gave us a larger picture of the wide TF universe to the average audience (maybe too early, that's up for debate) and it will be interesting to see how Optimus continues his development now that he knows even bigger threats than the Decepticons exist somewhere in the universe.
I remember Travis Knight said in an interview that he wanted Megatron to be on Cybertron destroying every Autobot on site, kind of like Sauron from The Lord of the Rings. That was one of their ideas for the movie, but it was sadly scrapped. They were almost finish with the end credit scene of Megatron being frozen, but they sadly didn’t put the model and never finish the scene because of the controversy of The Last Knight. That’s all the plans for Megatron being in the Bee movie, Really is a shame that we didn’t get this amazing model for this amazing character. My guess is that, even though this figure is based on the concept art of megatron in ice, they want to distance themselves from the bumblebee movie's prequel preproduction phase so they can still fit him into the established canon of the reboot the movie became, since this design is more than likely gonna be the basis for this continuity's version of megatron. So they just gave him a background of cybertron to avoid confusion.

One of the possibilities as to why Megatron's background is in Cybertron could be because if they followed the old Canon they could show a flashback of Megatron ripping out Bee's voice in Cybertron.
I guess he's got this new background instead of the dam because they may not plan to keep the dam backstory in the new movie and will have him arrive from cybertron, and because of this they've given him a cybertronian background, it may not be concept accurate but it may be accurate for the upcoming 8th movie

Because the Decepticons were looking for Bumblebee or Autobots in general in that movie. They discover Megatron is in the next room and imidiately change their plans.
