My guess is that the PAs were from the same shipment that delivered the Pip Boys for the London scientists to make the Attaboys.
To guess further, I think you can expect a few original designs by the time you reach the climax of the mod.

This place is a different mod made by a hardcore Resident Evil fan.

I haven't played Fallout London yet.
This is a standalone Fallout London teaser mod where they only include SOME of the weapons and armor sets from the mod to use in the Commonwealth.

Hey bro, I got you, I don't know if you still need help though. If you do the 5th column quest line, you going to do a quest where you eventually have to ambush some Camelot troops at a church. Once you down a guy called Lancelot, you get a key from him. Follow the optional quest marker and use the key for his room, to get the baron helmet and Baron armor. I hope this helped.
