- Penny's Father has been talked about since the release of Scarlet and Violet, and while I thought it was gonna be Chairman Rose, it turned out to be his more obvious brother, Peony.

Skin complexion of the parents doesn’t mean much. My parents, my brother and myself are darker skinned, however my sister is quite fair. And we’re definitely related we’ve all done 23 and me. Genetics are crazy.

And on top of that Penny is a massive shut in that barely goes out and covers herself from the sun, so likely she’s extra pale due to that.
And now I’m imagining a tanned Penny being angry that she was forced to be outside way too long for her liking 😅
There's one other thing that's not really considered. Eye color. Penny has dark eyes, more comparable to Rose, while Peony and his daughter have lighter eyes. Maybe it's how the artworks are shaded, but combined with skin color it's kinda hard to put her as the biological daughter. And, I kinda hope she's adopted myself. Or maybe his wife had a child of her own before marrying Peony. It'd be the perfect reason as to why Penny was bullied. These games haven't really shied away from heavier topics, like a child who doesn't have a stable parent in their life or kids being bullied just for who they are. Two messages that, while not communicated the best, the games gave were "It's alright to be different" and "No matter what, family is family and family loves you" with the Team Star and Arven stories. Penny got bullied because she looks different from her father, so she shuts herself away and forms Team Star. Maybe because of this bullying she resents her father as well, after all Team Star did make a rule go relying on their parents for stuff when they formed. Over the course of base game and DLCs, she comes out of that shell, and after traveling with Arven she starts to reconnect with her father again. It'd be a really sweet background and story I think.
On Peony's league card you can see that Peony's wife was white so I think Penny just has more of her mother's DNA

Yeah. Siblings can have different complexions in a mixed couple. So it's not that surprising.
As a woman with 3 older sisters that are from pasty white to ebony black, yeah it's possible
And something funny. Have you seen her room? She sees so little sunlight that her skin color is even whiter than her mother. During the Corona crisis my skin color also became much lighter

It makes total sense, she just ended up looking more like her mom. And he probably wasn't worried or mentioning Penny in SW/SH because either they (Gamefreak) hadn't made Penny yet or if you want more of an in game excuse it was because she was most likely in Paldea at this time and not sent back to Galar so he didn't have to worry about her
ya and if penny was away you could also consider that as a factor as to why peony was so clingy to his other daughter because she was the only one living at home. so all his love got put on to her because penny was not there and lets face it penny would totally hang up on peony the moment he showed any overbearing love towards her so his love has gotten placed on the second daughter.
I guessed a Peony connection from this scene but not because of the "Adven-tour" line (though it felt familiar at the time) It was when Penny refers to her dad as "Ultra-mega-annoying". With "Ultra-mega" being something Peony said a LOT.

Peony's wife appears on one of his league cards and she is light skinned. So it's entirely possible Penny just inherited more from her mother than her father while Peonia inherited more from Peony.
Penny is also kind of a shut-in, so her skin is rarely exposed to natural light, while Peony is a very outdoorsy type and Nia seems to be a gyaru.

I've seen a clip of a black mom with a mixed daughter who looks white, so does make sense.
I mean given this was a father daughter trip just between Peony and Peonia I don't see any reason why they'd need to bring up the other kid. Me and my dad don't always bring up my brother when we're hanging out. And it's the same the other way around. Also Peony's trainer card shows his wife is white. Kids of mixed couples can have different complexions. This does also mean Penny completely dyed her hair. That being said I need to see Peony and Peonia added into Masters EX so we can have the family interact.
That and Penny could have been too young for the trip, we can assume from Peony's Trainer Card (That features his wife and a young Peonia, but lacks penny) that Peonia is the older of the two and that penny wasnt born when the card was made (Peony is too proud and overbearing of a dad to not have baby penny in the pic). Plus, as we know, she is an Otaku and probably wouldn't have liked going outside to explore with Peony.
Peony is shown to not be the sharpest honedge of the bunch, so him not mentioning a second daughter isn't that farfetched
I am guessing maybe in the timeline, Penny to get away from his "annoying father" opted to study in Paldea rather than staying in galar like her sister. Timeline wise, the events of crown tundra happened when penny is in paldea, probably during the time she was being bullied before starting Team Star. Peony to cope up with Penny leaving might have decided to take the adven-tour to take his mind off Penny leaving.
I was wondering if she came to Paldea to avoid attention from her famous uncle going to jail.
That would be a plothole because why wasn't she shown in his Trainer Card where he had a picture with his wife and Peonia it wouldn't fit his character to leave his second daugther out like that.

Penny’s Japanese name is “Baton” which is another name for the Peony Flower. Also did you know there’s a flower called the Penny Lane Rose…it’s perfect.
Since Penny is Peony’s daughter, that also means Peonia(Nia) is her sister.

Did notice that both Penny and Nia are named after roses.
- Penny is named after the “Penny Lane Rose”, and Nia is named after the “Oncidium Nia Rose” (which isn’t a rose but a hybrid orchid).
- Also Penny’s Japanese name “Botan” is another name for the Peony flower; meanwhile Peonia’s (aka Nia) name also is the scientific name for the Peony species itself. It’s spelled Paeonia.
Only Peony would name both of his daughters after himself.

Why was Penny not mentioned in SwSh? Well, why would that be relevant? Hell, the fact Penny is away could be why Peony's so clingy. Plus, based on looks, I'd think it's safe to say that Peonia is the older of the two. Peony's rare league card shows him back when he was a gym leader with a much younger Peonia and his wife, indicating this photo was taken before Penny was born.
Speaking of the wife, it's probable that Penny just got most of her looks from her mother. Notice how Penny's eye shape is the same as Peony and Peonia, but instead of green, her eyes are black. Plus, we don't know the mother's eye color, but I figure it's probable they match Penny's.
Skin color can change quite drastically in some people. My brother is pretty pale normally, mostly because he spends all his time inside away from the sun (just like how penny likes to stay in a dark room on her computer). However when my brother did spend more time outside, he turned mahogany.
Some folks can tan really dark, and then lose the tan with enough time away from sunlight.
The crown tundra is a small island that's a rual community. Peonie probably didn't want force his internet addicted indoor daughter to go there. While the daughter he did take seemed more adventurous and would enjoy it.
The crown tundra is literally a tundra and based off of Scotland 💀

I would’ve loved to have seen Peony show up in SV to be overbearing like the way he was in the crown tundra. At first I didn’t think they would be related just off physical appearances but there are plenty of child and parents who don’t have the same skin complexion as their parents. My aunt has a lighter complexion for a Mexican woman but her son is the darkest in my family due to his father while his brother has the same skin tone as my aunt. To think we have characters in SV being related to previously established characters we love to see it. I hope we get more kids from established characters it would be interesting.

it could only have been Peony tbh, and I say that as A Certified Galar Scholar who's literally written college essays on the SWSH's lore/symbolism.
the entire point of Rose vs Peony in the game was that they both had the same trauma (loss of their father in a mining accident) and both wanted to prevent children from suffering a pain like that again, but went about it in like, the exact opposite ways.
and they showed us this by presenting both as father figures to a child character (Peonia and Bede, and us) but we are shown that Rose neglects "his child" and can't even be bothered to remember his name (and by Bede's defeated resignation in response it's clear that's happened many times before) or give him actual thoughtful gifts (like a watch that's not even properly sized. and if you've ever had a watch like that you know it takes barely a minute to do that) because he is, as that Rise Of The Guardians movie put it, "we're trying to save the world for the children! we don't have time for children!" he's trying to save Galar from coal so no one loses their parent, but can't be bothered to BE a parent himself.
meanwhile Peony goes all in on being a present and loving father. he refuses to prioritize anything over his kids. he's willing to quit even the best job if it could even remotely affect his kids. he doesn't have such lofty ambitions as Rose, but still wants to be the change he wants to see in the world, and that is taking care of the kids.
and both interact with us, and we see the differences again. Rose sees us as a useful and interesting tool that he may be able to use for his own gain. Bede is already in his pocket, so he's not really interested. but we're new, he still needs to see how capable we are
Penny referring to her father as overbearing and absolutely insufferable and protective and even over-involved could only describe Peony. if Rose had a bio daughter, she would have been treated the same as Bede, and she'd describe his as an absentee barely-deserving-the-name-of father. she'd have related to Arven over never seeing her parent/s, raised by a nanny, and having that void where her parental figure should be.
and as for skin tone, just look at any punnett square. we never see Rose and Peony's parents, they could have a light skinned parent just like Peonia does (in the back of Peony's card). when one mixed race parent gets with another mixed race parent, the kid has just as much chance to look mixed as they do to grab all the genes from one race or the other. there have been many secret grandma-had-an-affair-with-the-black-mailman revealed decades later for this very reason.
and as for why she's not mentioned (besides the obvious she's a retcon and didn't exist yet) she could have already been in Paldea at the time of SWSH. she had been in Paldea, formed team star, was sent back to Galar, and didn't return until SV started. why would she be mentioned in what was obviously meant as one-on-one daddy daughter time with Peonia? really, the only weird thing is that she never showed up in his card like Peonia did, but considering Peonia in the card is just a lil tater tot, Penny likely didn't exist yet and that card has been his card since Peonia was that old and was just never changed to include Penny.
but really, if Penny's father was going to be someone we knew and not just a faceless Galar NPC, it could only have been Peony. he is after all, *The Rose Without Thorns*

I too adore the applin thing, it's so cute and is part of what makes Galar feel like a real community of people. the things that resonate most with me though is how strong yet subtle (environmental) the anti-capitalist/social hierarchy message is, as well as how every main character's story/motivation is all about the different forms of abuse and trauma, particularly childhood trauma, and how it affects both a person's life trajectory and decision making. and how well it all blends together.
when you actually LOOK at Galar, it's like New York City. there is nearly no flat surfaces anywhere that doesn't have an advertisement on it. you almost can't buy clothes that aren't branded (I hate branded clothes, this was a CONSTANT struggle for me lol the dystopia of being nearly forced to PAY to be a walking billboard for brands is REAL in Galar) and every gym has constant ads running around the field. and I mean, Leon's cape. the gym challenge/league basically only exists to pedal products at the masses. they fund the league who in turn advertises both these random products and companies, but dynamax energy itself. just like the irl superbowl, it's just a big flashy distraction while they force feed you ads.
and you can't live in a world like that without it affecting the people, and in particular the children. and a world/society that capitalist is going to have an extreme divide between the classes, which in itself is a trauma.
but this game doesn't just show "poverty is trauma", but how the same trauma can affect everyone, in every class.
everyone knows Bede's trauma, he was orphaned at a young age and was sent off to boarding school (srsly, look up Boarding School Syndrome. it's a rabbit hole that explains EVERYTHING not already explained by being orphaned, which in itself is far bigger than most people realize) but what most people never notice, is the most telling thing about Hop.
it seems odd at first that Hop is so completely obsessed with Leon and taking his place, but it makes infinitely more sense if you notice immediately that in his house, there are only photos of Leon. seriously, go back and look real close. there are no photos of Hop, not even in his own bedroom. not even in LEON'S room. and no one has questioned this. likely, it's been like this since Leon won when he was 10, which would be almost if not literally all of Hop's life. as well, his mother is constantly dismissive of him. everything he says is ether met with a half listening "that's nice dear" or chastising/criticizing him for something.
he's obsessed with Leon because he's grown to think being the absolute best and taking his place is the only way he can get the same love and affection Leon gets. and that's also why Bede is able to mess with his head so badly. but in a way, Hop is right. look at how the media treated him before and after his loss. when you won, they act like he's not even there. they don't even care to get the break down after the loss, they ONLY care about the winner, you.
Hop's entire story, the trauma he represents, is neglect. Bede was neglected in every way, as an orphan with nothing, desperate to cling to any parental love he can find, even if it's not real love. because it's all he has. Hop has all his physical needs met, looks like he's living the high life, but he's just as emotionally neglected.
meanwhile Marnie is also neglect, but the opposite. she has all the love she could ever need in the form of her brother and community, but they're all suffering from the neglect that is poverty. even as a trainer and artist Piers cannot support all of them all on his own, but manages to do his best to keep his sister happy, even at the expense of his own physical health.
(also, I adore how team yell was first presented as "overzealous fans", believed to be a commentary on the actual fanbase and how fanaticism-even with good intentions-can still be harmful, but in reality they're an oppressed minority refusing to die quietly. their "mischief" is a civil protest against a government that refuses to care for them because they're not profitable under capitalism)
but our player is the best of all worlds. Victor and Gloria are lower middle class. their house is old and small, but solid. they have at least one seen parental figure who is an active and loving parent, their home life is at least stable but also without the "one terrible event away from poverty" since travel and healthcare are universal in this world, which allows them the best of every situation. they have a loving soft place to fall should they fail, but in what at least appears to be a one parent household they would have had to become some level of self sufficient, but at a reasonably early age.
this allows them to keep a cool head under stress. Bede has a better ability to think on his feet, but the looming threat of failure (which has very real consequences) is ever distracting. Hop has the ability to fail as much as he likes because (for the most part) there aren't really consequences. but when it really matters, he cracks under the pressure, because that safety net isn't as secure as it should be.
Marnie has a cool head, can think on her feet, and has at least an emotionally safe safety net, but just doesn't have the same resources as everyone else, and the crushing weight of having to represent and support an entire community is just far too much to be on the shoulders of a 10-16 year old.
and this is why I think the player is the only one who can "win". many people have done a "could [character] beat Leon" type runs, and yes, basically everyone can. the issue isn't the pokemon, but the trainer.
(and then they added in Avery and Klara, the child of narcissists and a starving artist, even more trauma under parental abuse and capitalism)
but even in the very final moments of the game, we see one more thing. Bede, after being tossed away by Rose and taken in by Opal, still has to fight tooth and nail under her training to be accepted as her replacement. he doesn't just get the job for being Pink Enough, he still has to work for it.
but Hop only had to ask to be Sonia's assistant. his family's connections in being family friends gets him the job on the spot, no interview needed. even with the same traumas and goals, no matter how far anyone has come or the powers have shifted, money and connections still holds all the cards, and those without have to fight 10 times harder to get to the same place.
and now you see why I call myself a Certified Galar Scholar😂
Rose was never a father figure to Bede though. Bede THOUGHT he was, but Rose was never any more than a sponsor.
@@BJGvideos that's not how that works. just because he didn't care to be Bede's father figure doesn't mean Bede didn't view him as his father figure, nor that the narrative isn't putting him in that role symbolically for the sake of the message it's trying to convey.
also, while the details of exactly how are up for interpretation, he *literally* adopted Bede (or something similar, acting as his legal guardian) AND financed his education, using Bede's tragic story for his own good publicity. even with how little he cared about Bede, he was still very much more than "just a sponsor".

3:24 if you look at the league cards you'd see that Peony's Wife (who is present in one of them) has the same skin complexion as Penny
Penny having dyed her hair could be explained that she didn’t want people too know she was related to a crazy person who was her uncle so she could’ve dyed her hair for that reason also peony could be divorced with his wife who could live in paldea maybe but she could be a foreign exchange student from galar to be why penny clearly lives at the school and back to the divorce idea that could be why penny isn’t mentioned at all by peony or peonia. Also I have had a fan theory that nemona is the daughter of ash Ketchum mainly because nemona has similar personality traits to ash like her love of battling her having a pikachu clone also there is literally a painting depicting ash-greninja in her house so she has to have a connection to ash.
Ash suddenly running a phone company…why? Because that’s who Nemona’s parents are - the CEOs of the Rotom Phone company, she also has an older sister who will be taking over the company and is being prepared for all of that. Nemona took an interest in battling because she had nothing else going on.

It could be that the C.T. events took place during the year the Team Star stuff happened.
You could say her father is Peony, but she may have been under the care of Rose. Penny is extremely smart and would have access to Rose's Tech inside the company. I think that would make a good video. How did Penny learn to hack.
Self taught most likely, she doesn't need anything other than her phone and computer.
I kinda doubt Rose has met either of his nieces honestly, considering how Peony isn't the biggest fan of his brother, even though it was really their parents' fault in the first place for constantly comparing him to Rose.
The Rose theory was the one I heard of when SV first came out. I don't really remember much about Rose's personality aside from his obsession with preventing a second Darkest Day via Eternatus which unironically caused the thing he wanted to prevent.
Here's how I see it, post-Darkest Day we see a Rose that is not like how he was before. Perhaps his brother's parenting traits rubbed off on him and he's overbearing (but loving). Without the Eternatus stuff being the focal point of his life, he opted to turn all of his attention to parenthood and well you get the Rose that Penny knows of in her life.
Considering Rose turned himself in, I highly doubt Penny would be able to casually talk to him while he's in prison, or that it's been enough time to have complete his sentence. Maybe Penny had just started her suspension during the events of Sword and Shield, and to end it as a punishment her parents didn't let her go to the Crown Tundra (though it's equally possible she was vehemently against going to a frozen wilderness with lots of physical activity and little to no wifi)

although either one of them could be the father; peony says things like "adven-tour" while rose looks like the "goofy dad" type when he's not in public (that sweater & shorts combo 🤣)

He didn't disappear. He turned himself in to the authorities and is presumably in a mental hospital.
To me, Penny was probably either a baby or a really young toddler in The Crown Tundra, that's why she didn go along and seriously... Why does Peony needs to mention her?? We know he's married and he never said anything about his wife! That's normal.
It's implied that Scarlet and Violet take place roughly 3 years after the events of Sword and Shield, probably around the same time they were attending the Academy in Paldea.

A lot of people are mentioning that Peony's wife is fairer skinned, which makes sense if they're blood relatives, but another option if you don't buy that route: Peony adopted Penny. As the dadliest dad to ever dad, I can see Peony adopting a kid in need of a good parent. Could also explain why there was no mention of her - he hadn't adopted her yet.

I could see this going either way. The games lean toward peony being penny's father, but I feel like penny would get her machine expertise from Rose.
If you are going by skin complexation, have you looked at Peony's in-game Rare League Card from Sw/Sh? His wife (assuming) is seen there along with a younger Peonia. His wife is a lighter complexation but keep in mind that two parents' skin complexations doesn't always mean the kids will be the same complexation. Anyway, as far as the time skip... depending on certain factors (how long it took Sonja to write the book, have it reviewed/edited, and publishing) it still is possible for Peony to have a second kid. Could be very possible the age gap between Penny and Peonia are not that far apart.
If you assume a five to eight years skip (honestly ten doesn’t seem far fetched even) then penny would have been at best a toddler, and peony is supposed to be taking her on what may be the last trip they can do together- it would make sense for it to be the last time "just the two of us" and thus baby sister would immediatly be a taboo subject.
Peonia and Peony were on a special trip, just for them as a treat for Peonia. She abandons that tri to do her own thing. That is the set up on the train in the beggining of the corwn tundra. Penny looks like she must be at least 4-5 years younger then Penny because Penny is not in the trainer card/family photo.
Being a parent or father doesn't even need any genetic relation. Penny could have a different genetic father or have no genetic relation to either of her parents but still be Peony's daughter.
As others have mentioned skin tone and genetics manifest and are influenced in many different ways.
Ironically, both Nemona and Arven would do anything to have Peony as their father. He will 100% give Arven the love and affection he always needed and craved from Sada/Turo (maybe even more than Arven than can handle), and having a Champion for a father would be nothing short of heaven for a crazy battle maniac like Nemona.
I cannot WAIT for Nemona to find out that Penny's dad is a former champion. That would be the greatest thing ever and I hope it shows up in some media. Masters seems most likely (Penny and Nemona are already there and Rose mentions Peony in his Day With event), and then probably Pokespe.
I don’t think it’s weird he didn’t mention his other daughter I mean how many people do you know that tells you about their entire family after the first day you met them the only thing I would say is why isn’t penny on the family League Card but she could have not been born yet since In my opinion peonia looks older then 10 maybe 15-16 and in the league picture she was 4-5
Penny is most definitely older than 10, Ash is the only 10 year old in the series. The rest are usually 11, sometimes up to 14 or 15

Adding my two sense to this. Age is rarely brought up in Pokemon so looking at a timeline for age is.... going to be hard. My best guess is that there's not that big of an age gap and like you implied, Penny is the younger and shyer of the two, hence not appearing on the card. Going off the fact that most Pokemon games that have connected stories tend to have a 1-2 year timeskip, it would be reasonable this is the case for these two games. It is entirely possible that Crown Tundra is pre SV and during Penny's first time at Paldea's academy, thus Peony is spending time with Peonia before she heads of to another academy(based on her attire) OR if you want to push it, Crown Tundra is pre SV and after Penny resolves to return to Paldea to right her mistakes, thus Peony's doing the same but partly to try and not worry about Penny. Either way, the little sister becomes a taboo topic and Peony, though overprotective and annoying according to his kids, being a good dad respects this. The second could explain why Peony entered a sort of hyperdrive worry state upon hearing that Penny's off to Kitakami before using his usual phrase after the worries were pushed aside.
As for why Penny doesn't look like her dad, like others have said, genetics are WEIRD. One child could look like the father while another the mother or both. Maybe even have traits that missed a generation. It's likely this is the case and Penny's genetics swung more towards her mother compared to her sister. So I say it makes perfect sense that Peony is Penny's father.

It is possible that given she goes to the school in Paldea that her mom might live there for some reason. If so perhaps the reason he never said anything was because he had not gotten to she his other kid in a while.
I was wondering about her dad after the little exchange in Area Zero, but I legitimately had no idea of the theory that Penny's dad was Rose or Peony going into the epilogue so when I saw that interaction I had to pick my jaw up off the floor.

He didn't mention her because she was already abroad for school (the first time). I think the time jump between games is just a few years.
Melanin people can be any complexion naturally even without mixing with other people. It's still possible that they can be related. But I don't believe Penny is related to Rose or Peony. Penny is probably related to a character that we dont know about yet.
Peony did make those adventure outfits by hand, so he seems like quite the proficient seamster. Maybe he made Penny's Eevee garb? And maybe she is still Rose's daughter, but sees her Uncle Peony as a better father figure in her life.
I forget, did Rose go to jail after the whole Eternatus fiasco? Because if he did, and Penny was Rose's biological child, and there was a significant time jump between SwSh and SV, maybe she was moved to live with Peony as she grew up, rather than being sent to an orphanage, like Bede.
It was said that Rose turned himself in but I don't think we ever found out what happened.
In favor of peony being the father:
Penny's mother is not peonia's mother and she lives in paldea keeping him from having a relationship with her. That would also explain why he overcompensates with Peonia. The bully outbreak and creation of team star happens, she is sent to galar and reconnects with her father.
In favor of Rose being the father. He mellowed out after the events of sword and shield and picks up his brother's catchphrase.
I'm inclined to peony but there is some argument to both.
I'm pretty sure that Sonia made her book at the end of Sword and Shield? Also, The Crown Tundra could have easily still happened years before Scarlet and Violet but still have been while Penny was in Paldea through one simple fact: This isn't Penny's first year there!! She specifically has a whole backstory with Team Star that happened a year or so before the game so she had to have been there at least that long ago. And it's possible since it was his and Peonia's vacation, he just wanted to spend time with her and bringing up her sister in Paldea isn't necessary (and realistically is because at the time, Penny existing and being Peony's daughter probably wasn't a thing yet, like them not mentioning Alolan forms of Pokémon in Red and Blue or Mega Evolution in Emerald, it's pretty reasonable) Also, the skin complexion means next to nothing because for one Peony's wife can just have a different complexion and we know Penny stays inside all the time as well, and two who said that Penny *had* to be Peony's biological daughter? She could reasonably be his step daughter or adopted daughter as well, although she could be his biological daughter still, since she just calls him 'Dad' and not 'Biological Male Parent' her physical traits aren't a good way to go off of. Honestly, the possibility of her being adopted or a step child or something would fix pretty much any problem you presented against Peony being her father
I had a teacher once who was a twin and one of her parents is black and other is white, but due to something in the genetics her brother developed a darker skin tin and she was born white. So maybe it could have been a similar situation. (Which is probably still a bit farfetched for an in-game reason). 🤷🏿♂️

Genetics really don’t matter in a world where people somehow naturally have brightly colored and multi-toned hair. No I doubt she dyes it Penny doesn’t like attracting attention and brightly coloring your hair in two different colors one of which is red the most eye catching color of them all would be the quickest way to attract it.
Peonia is fairly lighter toned than Peony, and we see a woman with the same hair color as a young Peonia posing with him in his rare league card, we can assume this woman, who is considerably lighter-toned than Peony, is the mother of his children. Penny being as she is makes perfect sense.
Look at the Japanese name, Rose is Bara and Penny is Botan.... Google Bara and Botan. Its a massive part of Japanese culture. Its about a girl born out of wedlock. Penny is most likely Rose and Oleanas daughter then adopted or fostered by Peony (Roses brother) while Rose and Oleana are either in prison or elsewhere.

It's Peony...besides "Adven-tour" his other catchphrase "ultra-mega" is also used in that scene...not to mention the recurring naming theme with all of them. The clinginess and annoying "Pen-Pen" nickname is also definitely a Peony thing to do (Peonia is also easily annoyed and embarrassed by all that stuff). Plus skin complexion doesn't really matter. Peony's wife (along with a younger Peonia) shows up in one of his league cards and she has a fair complexion similar to Penny, plus Penny spends most of her time inside her room and away from sunlight so that could play a part in why she's so pale (she is a true zoomer, after all). Also, it's not that weird (at least in my experience) to have a big age gap between siblings...case in point, I have three younger brothers (the two youngest ones are twins) and I am 7 years older than the oldest one and 9 years older than the twins...and yes, we all have the same dad, it isn't a situation of my mom having married more than once...because she didn't. So yeah, Peonia and Penny might just be like me and my brothers in terms of age gap (Peonia is definitely the older one though)...it can and does happen at times, my brothers and I are living proof of it. 😅

Maybe he was too understandingto the point of being smothering. It's true that Penny has definitely been retconned into the family. That's why she's not mentioned, because she wasn't conceptualized when they were working on Crown Tundra. In-universe, it just... wasn't relevant. Peony was focused on Peonia, since this was a one-on-one vacation for them, while Penny was presumably in Paldea already. Peony's other family just never came up. It's worth noting that Penny was going to school in Paldea long enough to get bullied to the point that she formed Team Star, and at the time of SV's main story she's seemingly just getting back to school after her year-and-a-half long break. If we place SV two or three years after SwSh, that's a perfectly reasonable timeframe for her to be at school.
The skin complexion argument is silly, because Peony's rare league card shows him with a young Peonia and a woman who is almost certainly Peony's wife(Penny, of course, isn't in this picture, which in-universe can be interpreted as meaning that she's the younger sibling and wasn't born at the time the picture was taken.). The wife's skin tone is definitely closer to Penny's, so it's safe to say Penny just takes after her mother. Genetics be that way. And of course, there's always the adoption route, which would remove genetics from the picture entirely. I think the "Genetics be that way" explanation is much more likely, though.
Honestly, I appreciate the fact that we have a character directly related to a preexisting character, who doesn't look all that much like said character, having Penny more closely resemble her other parent is cool.

It’s weird because Penny wears glasses but Peony, Peonia, Rose, Oleana or the woman in Peony’s league card wear glasses (I think) There could be a possibility that Penny is adopted but who knows, Maybe that could lean into team star and her feeling out of place even in her own family but hell the games story is over so we’ll never know.

It makes perfect sense to me. My brother's and I have different skin complexions and the reason why he didn't mention Penny was that he was dealing with his oldest daughter who from what I remember was annoyed with him and wanted to do her own thing and he was being all clingy. Gamefreak never really planned ahead for penny which could also explain away the issue in a meta way, but shes from a rich family was probably 5 or 6 when her dad went to follow her sister to the crown tundra and has a living mother so even though he's clingy at least he knows that she's safe at home and doesn't feel the need to bring her up.

Maybe the events that happened 1.5 years prior to SV happened at the same time as SwSh. Penny enrolled into Naranja/Uva Academy to get away from her overbearing dad but got bullied and started Team Star to teach the bullies a lesson. She gets sent back to Galar and then returns in time for the events of SV.

if you think about it the player characters are a different age in every game, like look at Legends Arceus the player character is 15 yrs old not 10, so SwSh the player is 15 so that would make Peonia at least 18 to 21 years old, plus I don't think they ever mentioned Clay having a daughter in his debut game yet with the Indigo disk dlc it was revealed he did have one. I think the player characters in SV are about 15 or 16 years old. it seems like the games are a little inconsistent when it comes to ages of the player character.

As other people have said, Penny's complexion doesn't necessarily mean anything. However, Peony not mentioning her does seem weird, especially since ScarVi would have been in the works when the Crown Tundra was released. It could be that Penny was adopted later (especially since her fortitude with technology feels really disjointed with Peony and Peonia's lifestyles), or perhaps just an incident of poor writing.
I still choose to think Penny is Rose's child by how she has a Dynamax Eevee backpack as the way people recognize her and is incredible at tech, Peonia's mom is just the generic Galarian Beauty trainer but white, while I just can see more of Oleana's stoic facade but passionate personality on Penny, as well her being a natural leader, highly intelligent, but not very socially skilled. I think there is a good mix of Rose and Oleana in Penny's character and it's just cute to imagine Rose maybe got a little more like his brother once he had a child of his own.

I can vouch for penny being related to Peony, despite physical differences. I dunno how hair colors work in the Pokemon world (with blues and reds and greens and pinks and all that), but her skin isn't an automatic no. My dad looks a lot like Peony, actually. Pretty tan skin, since he works outside a lot. Meanwhile, I'm pale as a sheet, especially since I don't go outside. So yeah, it'd work.
Also, if Peony was Penny's father, that means Bede is her adopted cousin. You gotta live with that knowledge now. (I wonder if Ortega reminds her of him...)
Possibly Penny is a stepdaughter of Peony possible cheating with Peony's wife and Rose and after Rose went to jail she went to go with her stepdad and penny was away from Paldea but when she left to go back to Paldea and we don't know how long it was until school started maybe went there to adjust before school and it is heavily implied that the crown tundra takes place after the postgame of SWSH so she still would have published the book and the reason Peony doesn't mention Penny is because she recently left so he could just be trying to deny it IDK just throwing it out there.

I’m actually a bit doubtful about Rose being Penny’s father based on the simple fact that Rose and Penny both exist in Pasio but Masters made absolutely zero interactions between them or even slightly hinted as such, in a game where family relations of characters are often heavily emphasized, as soon as the characters are introduced too
Of all her family members, I think Penny’s the best at battles. Her dad and uncle are both Steel-Type trainers, her sister is a Rock-Type trainer, and Penny specializes with Eeveelutions, which offers more choices in battle.
I believe that Peony full-heartily knows Penny is safe in Paldea as he doesn't need to worry about her. Plus, he doesn't know the player, so if they see one kid, the father should act on that truth.

so i have some experience with the skin complexion thing. my step sister married a half native guy, dude looks white as fuck. meanwhile his brother is absolutely the most native looking guy around. they both come from the same parents but if put side by side you wouldnt guess they were even related let alone brothers. skin color really does not mean much in this case.
