Should the head unit still put out the 28 volts without using a jumper? For example, if I stick my volt meter probes inside the connector to verify the head unit is sending the proper voltage to the spin brush. Or does the electronics in the spin brush control that.

I’m. It very comfortable doing this myself to my vacuum cleaner. Ca you replace the motor and this solves the problem or is the board separate?

I'm sorry, I don't know exactly which seal you're referring to. Maybe you can improvise with another type of seal.
