Even if there was a bus terminal, people still fare evade by just walking on the road to the station. For example, take a look at Eglinton station's bus terminal. Go there any day, and you will see people walking in from Duplex ave and straight into the bus terminal. Even with bus operators and TTC supervisors watching them do it, nothing is a deterrent currently.

Where do you think a bus terminal could be located at Dufferin?
Possibly a bus bay along the street, fenced. Or how about thy bypass road paralleling Bloor Street north of Dufferin.
