Fun fact...all milspec sapi plates stamped to be used in conjunction with kevlar panels ..that should clear things up ...plate carriers with no kevlar is for special operators with medical support on standby ...if you expect to stay in the fight wear kevlar underneath ..most wear a wrap ..simple level 2 a lightweightvest you never see in photos ..because its under the clothes...

some forces do that. but soft armour is not good against your typical combat rifles such as AK-74 or M4, they fire bullets wich are not only larger than the 9mm bullets but travel significantly faster, they hit 5-10 times as hard meaning armour has a much more difficult time defeating it. Soldiers wear hard armour where each panel can absorb only 1-2 bullets before failure and the panels need to be swapped out after battle. Kevlar can defend you against multiple shots but only from smaller calibers. it still has it's uses on the battlefield minimising shrapnel damage by covering whatever isn't covered by the hard armour. Also most of the time you are still going to be injured when you are struck by the bullets even if you wear armour the point is that instead of a gaping chest wound wich bleeds you out in seconds you "only" have broken/fractured ribs.

There probably is, for special forces or SWAT units. but it's situational, kevlar isn't the most aergonomic material to wear...
