If it was, in fact, the same Haunter that accompanied Ash through the first series, the writers would most definitely have had Gengar recognise Ash. There's no "Oh, well it has been a long time" because this is something the writers are known to do. Whenever a character returns they make it blatantly obvious. Similar situation with Ash when he was able to recognise Korrina's Lucario and Gary's Blastoise.
