Take another look at the battle sanctum, auspex. Put a retributor squad in there with heavy bolters. then put a dogmata near them. Now you can pray with your retributors on top of the building. and use the dogmata's ability for them to perform the action and still shoot. Now you get a free miracle dice every turn and you get cover+ high vantage point for your retributors to shoot out of. I think for 80 points, that's not half bad.
A lot of the problem with terrain you bring is that due to rules finding a spot for additional terrain is really hard. Imo faction terrain should come with the clause “you may replace any terrain on your side of the board with this piece”
plus the catechism of repugnance to auto-wound on 6s and ap-2 shooting within 18", and to give them obsec if any filthy heretics or xenos attempt to invade the sanctity of the battle sanctum. idk if it's worth 100pt of retri + 65pt of dogmata + 80pt sanctum. its cool tho
A small point for the Dialogus and Hospitaler is that they can be taken slot-free if you also have a Canoness. So not in competition for slots as much as just points.

Great vid auspex! Only thing I'd point out is that the Paragons do have the Celestian keyword, which allows them to use the exceptional proficiency stratagem - which works for either melee or shooting. Maybe that could deserve them a 7 since it'd be a far better use for the Strat compared to most of the other units that have the Celestian keyword? Even still, I agree that a slight points decrease is in order. Cheers!
A lot of vehicles do, but quite a few are central to their armies success. Drukhari don‘t really dominate by walking and just ignoring their transports, while the Ork buggy spam list would look way weaker without any vehicles and the Death Guard really loves most of their vehicles.
It's also rigged. Notice how, for example, you're allowed to say that the rules are "balanced" but not that the rules are "unbalanced".
