If I put on myeras a geographic preference, then is it worth applying to programs outside those preferences, even if my credentials match with those programs? Or should I just apply to all the programs that match my step scores and usce even if they are not into my geographic preferences?

You should apply to those programs which match your credentials but on the other hand PDs also look for the geographical preferences. So be wise with your choices if you want to choose outside your geographical preferences make sure how you want to present that in your interview.
