As long as you know what your doing already, using fiber optic fabric shouldn't be any different than regular fabric, just plan out where to put the power source and LEDs in an efficient way :)
It should be. It's essentially just plastic. The only think to worry about is remembering to remove the battery powering the lights before washing the garment. The washing itself I've heard is a real pain because you have to do everything by hand and gently.
