The Republican Guard were the elite infantry unit that answered directly to Saddam himself. They received better training (not saying much), better disciplined (again not saying much), better equipped, and got paid more than regular Iraqi troops.
The Republican Guard was Saddam's "elite" personal army that was supposed to be a counter-weight to the regular army, which wasn't trusted. They were better paid, trained, and equipped. And many did have experience in the war with Iran, where they performed quite well.
