Because this song is about the hope that one day we will have the tools and vision to leave behind the petty conflicts of today. That all of the violence and intolerance and suffering will one day pass, that we are still rising and one day we will transcend this bounds of this world and gain a new perspective of our place in the universe.
I am not 100% sure, but I believe this takes place in Universe Omega. After the Daughter of Space takes The Astronaut further into space and The Commander is imprisoned inside the Necrostar humanity builds off of the The Astronaut's research and expands into a truly space faring race - establishing settlements on the Moon, Mars, and Europa (Jupiter's Moon). This sets the stage for The Astronaut's attacks on those settlements later in the opera. tl;dr: On a Crescendo is humanity finally realizing its true potential. It's about the human race coming together for a common goal, and taking the huge leap to become an interplanetary species. The title is quite literal within the story.
