As with any reptile or amphibian the risk consuming bedding is always there through all life stages. For pacmans the safest way to avoid this is Tong feeding. They tend to eat better this way in general.
The soil was sprayed and will continue to get more moist with daily mistings. As for the lighting, it’s not necessary here in California during the time this video was made it was much warmer and not necessary. As with any reptile or amphibian, research will always go along way as set ups can change based off of your local temps :)

How often do you need to replace the substrate or is it just with the growth and need for a larger enclosure?
I would recommend spot cleaning every day, for feces and and dead food, a full bedding change once a month is ideal:)

You didn’t even make the substrate moist or provide any heating or lighting wtf
