Every day is a school day! That tang is designed to break off so better to tap it off than it come off in your motor!

Will the sump completely drain all it oil out now because of original design cut out of sump plug thread which was bad design in first place?

Helicoil is not water tight so yes the oil will drain through the helicoil threads
