Great video, I’m new to polishing ( not into correction) and trying to decide on DA or rotary. Sounds like you prefer rotary for polish why is that thanks
Are you using a single stage paint as the filler ? I ask because I would think a base coat/ clear would be dull after without a clear . I bought a car that they must have used this technique on to hide about 30 chips in the last 4 months each car wash more paint fell out of those chips . I can respray the complete bumper or put on my rally stripes and just do up to the break they create but this might get me through for a awhile if it's got reasonable blend

I have watched a lot of your videos and they gave me the courage to try your techniques. Overall I had some success, but struggled to remove the excess paint after. Could it be I leave the paint too long to dry, or I put it on too thick or could I be not using a course enough cutting compound?

Whoa I’ve been selling cars for a long time since the 80’s and the cutting paste CVR POV used doesn’t spray Ike g3 and a wet mop head does . I suggest you need glasses 😂
If you don't clean the rust it will not bond and flake off, even worst it will keep rusting underneath(depend on how much it's rusted). You can sand the rust with a pick or someting harder than rust to scrape, or you can convert rust with phosphoric acid it will neutralize the rust so it wont spread, then you can fill the chip
you should wash the car, decontaminate using iron remover, bug/tar spray (if needed), and clay bar. You should also use isopropyl alcohol on the rock chip areas to remove oils. Sanding down the chipped areas with CAMI 1200 grit sandpaper will make the rock chips and good paint level with each other. If the rock chip is on plastic, go ahead and paint. If the rock chip is on metal and you can see bare metal or primer, you need to reapply primer before putting paint. Good luck. Remember to wax the car in three months when the clear coat is fully cured.
