I can not figure out how to do a simple zoom out. I start the timeline with the image zoomed all the way in where I want it, which I think should be a position keyframe, and then move the timeline to the point at which it should be fully zoomed out and set another position keyframe, and it changes the first to be identical to the last. I have no idea what to do differently!

Nope - not in Photoshop - need actual animation tools for that - Blender has some great tools for that but higher learning curve.
