Or it's Turkish transliteration, Konstantinyye
I thought it was named after Constantine from the byzantine empire and changed to Istanbul

Under the Ottoman Empire, the name of the capital city was Costantinapol and this was changed under the rule of the newly reopened Senate in the Republic in 28 March 1930 to more comenly used(by the inhabitans of the city) Istanbul.

Are you gonna do purely vanilla games or also with some major mods like R56, Kaiserreich and such?
Just guessing on the equipment thing; soldiers not having sufficient equipment in HOI4 is probably intended to represent a more general shortage rather than just being without weapons. They may have insufficient ammunition, damaged uniforms, missing sidearms (or have sidearms but not enough rifles), or just missing other equipment. Its probably related to the decision to relegate all infantry equipment to one single item instead of having it spread out across multiple ones like in previous games.
