Yay! A ride I did when on holiday about 5 years ago, albeit in the opposite direction (I rode from Etten-Leur to Baarle-Nassau then onto Breda then back). Looking forward to the end of covid restrctions so can visit NL again.
These kind of yellow signs with arrow indicate a diversion route. This one is with slashes which means that this is the last sign of the diversion route. After this, you're on the regular route again.
It's the same sign as at 20:33, so it's the end of a detour. This is probably the end of another detour then the one for the route of the video, you see more yellow signs around the route indicating more road closures.
The cycle path will turn green to. The pedestrians just have a head start. It will take longer for the pedestrians to reach the second half of the road.
This can be complicated, as there are different type of motor scooters and there are also multiple types of bicycle paths. It depends on which type of path and on which type of more scooter if it's illegal. The scooter at 25:12 is illegal in multiple ways, this is a 40 km/h scooter (yellow registration plate) which needs to use the road here (and the driver + passenger need to wear a helmet which they don't). A path like the one here with a round blue sign with a bicycle on it can be used by 25 km/h scooters (blue registration plate, no helmet needed). For a path where the 40 km/h scooters have to use it too there's a round blue sign showing both bicycle and a scooter. If there a blue sign with the text "FIETSPAD" it can only be by bicycles, all scooters need to use the main road there. It's not tolerated if the scooters are using the path illegally, it's a €104 fine when caught. But the police obviously can't enforce this all the time on all bicycle paths, so the chance is pretty low that scooter riders are actually caught. But it does happen, as the police does check this and if motorcycle officers on regular patrol do stop 40 km/h scooters when they see one on a bicycle path.
They probably used tiles because of the sewer, gas pipes and/or electric cables that lie beneath (maintenace). To be honest these tiles seem quite ok. I often bike on a low traffic brick street that is a lot more bumpy..

The pedestrians would have got green if someone pushed the button. But like Maaike said, in this way the other road users don't have to wait as long.
