Nope he has protocols. His security will simply not let him do that till he is in his office. Once he leaves his office he can do anything but since he is the current prime minister, his safety is more important than his dreams. Imagine he is alone in the plane and there is an issue in it. Who will save him ? A prime minister can't do anything he wants and put his office at stake. He's perhaps the second most important person in India after Draupadi Murmu.
