Seems like at least in Heroes there's no upper cap to SSJ4. It brings the user up to their max power and the prime of their life but then we have Full Power SSJ4 and now Limit Breaker that only further increases their power by absorbing godly ki.
The whole ‘absorbing Ki attacks from opponents to power up’ is what makes SS4 crazy strong as it is. Using that, instead of relying on other Saiyans to reach Full Power SS4 allows the tides to be changed in a fight very quickly. It’s what happened in the GT Goku vs. Super (Manga) Goku.

The reason Vegito said it is too similar to the original is actually something from Heroes. In Heroes, the patrollers are not allowed to use their higher forms in the main timeline, or timelines similar to the main one. They can only use forms that are in the said timeline. This can be ignored if the threat calls for the higher forms, however. The fact that the timeline was too similar to the main one, is why Vegito didn't go full power from the get-go, and was forced to use Ikari, rather than Level Four.
So the thing is, it's kinda implied Gogeta was stronger on his own. Full Power 4 and Limit Breaker 4 both need a lot of ki absorbed to be used (and then after Limit Breaker 4 could be used on command) and Vegito was constantly absorbing Gogeta's attacks to close the gap and beat him. As for who's more right here, technically regular Goku and Vegeta are. The point about Frieza, the Tournament and Moro (scrapped) are only partially on Goku. They just fused to defeat Jiren and Broly after all, spreading their ki in the entire multiverse wasn't their intention. That said, the Time Patrol in Xenoverse are A LOT more bloodthirsty about their job than their Heroes selves so....they might've just gone for the kill

Though we have to remember that these xeno versions were created by trunks and the supreme kai of time if i recall. in terms of power, the xeno's still beat the super versions. mostly because they don't fuk around and don't give mercy like goku does or Vegeta sometimes. up ahead is biased and fan theory so pay no mind. CANONICALLY though the xeno's should be weaker because unlike the original versions, these just want to get the mission done and that's it. They're desire to fight even stronger opponents to be stronger or living for the thrill is not there. Heck it is because of the thrill of battle that Goku and Vegeta obtained new transformations and the desire to fight stronger opponents to learn new moves. not to mention limit break power up is not the same as SSJ4 Full power (I think they stated this in the gacha game by putting different units) and we don't know how it functions (i don't speak japanese so It's all in the translations and even them sometimes they get it wrong). Actually i don't think we've ever got a confirmation that the xeno's versions train willingly since they are always on missions, closes we got is Big Bang Mission were they train with the characters (but whether or not that part of the game is part of the xeno lore is up to debate).

I really want ssj4 to be in dragon ball super. They have so many opportunities to do it especially with how broly is and the potential of a new form. I want the saiyans to tap into their Heritage facing a new threat that would unlock ssj4 but the chances of that happening are very very slim

I know a lot of people may have misconception about SFPS4 Limit Breaker. You know how SFPS4 is about absorbing/regain energy to fullest/maximum? Limit Breaker is basically absorbed large amount of energy that help break the limit of SFPS4. It even has the name Full Power in it, because it was attained similar SFPS4. I don't know how exactly SFPS4 work, I always thought SS4 when transforming initially it's not in full power unless absorbing more power, hence it never have red effect SFPS4 has and video games always treat it as separate power-up. But then again, Vegito and Gogeta can turn SFPS4 Limit Breaker at will, so maybe when user turn SS4, it turns SFPS4 in the get go. About if SFPS4 is SSGSS4 or godly version of SS4, I don't know. I have the similar belief that it's just SS4 God until watching Geekdom video about SFPS4 where I realized how it works. Maybe God ki did make Limit Breaker the way it looks, or the artist didn't know how to use colors in modern technology without resemble the aesthetic of Godly aura. I leaned more toward the latter because I find there are a lot of inconsistence colors and aesthetic in SDBH lately.

I really want ssj4 to be in dragon ball super. They have so many opportunities to do it especially with how broly is and the potential of a new form. I want the saiyans to tap into their Heritage facing a new threat that would unlock ssj4 but the chances of that happening are very very slim

I know a lot of people may have misconception about SFPS4 Limit Breaker. You know how SFPS4 is about absorbing/regain energy to fullest/maximum? Limit Breaker is basically absorbed large amount of energy that help break the limit of SFPS4. It even has the name Full Power in it, because it was attained similar SFPS4. I don't know how exactly SFPS4 work, I always thought SS4 when transforming initially it's not in full power unless absorbing more power, hence it never have red effect SFPS4 has and video games always treat it as separate power-up. But then again, Vegito and Gogeta can turn SFPS4 Limit Breaker at will, so maybe when user turn SS4, it turns SFPS4 in the get go. About if SFPS4 is SSGSS4 or godly version of SS4, I don't know. I have the similar belief that it's just SS4 God until watching Geekdom video about SFPS4 where I realized how it works. Maybe God ki did make Limit Breaker the way it looks, or the artist didn't know how to use colors in modern technology without resemble the aesthetic of Godly aura. I leaned more toward the latter because I find there are a lot of inconsistence colors and aesthetic in SDBH lately.
