He told Two-face where Catwoman is stealing his goods. He made Riddler want to get Batman because Hugo knows the identity of the Batman, while the Riddler doesn't.
He needed them to destroy each other to make the City Council approve of Strange's plan I suppose. I always thought he just liked to watch them destroy each other, less work for him

This is a good dissection of the Catwoman character imo. Her confident demeanour. Her protectiveness over Holly. Her complicated relationship with Batman. How no man has caught her interest, never mind kept it, until Batman. Her distrust of men flying in the face of the feelings she has for him. Interesting that while she doesn't care what most people think, you can see/hear how it hurts that he doesn't trust her. Great job by the writers and Grey Delisle. Also, that "No!" when she's asked if she loves Batman...very believable Selina.

If you were, you would know that the reason he doesn’t kill the joker is because he believes that he can reform him as well as the other big bads he deals with. This plays into one of Batman’s weaknesses and flaws, the belief that he can not only rid Gotham of crime, but reform them, showing that he isn’t perfect, despite his intelligence and physical abilities, and you can argue just as crazy as the villains in a sense.
