Truthfully I have no idea about the armor medal but the way I always imagined it is that anti-tank weaponry and other tanks are vastly more effective at piercing armor if shooting against the broadside of the tank straight on (as when angled there's always the chance of deflections etc), so I picture the medal means the tank crew are more experienced and thus are about to angle to tank more effectively to defend against enemy fire better? So its not so much it increases the tanks actual armor but they are 10% better at utilizing the armor the tank has to not be pierced?
The fun part is that Sweden actually has a pretty large military-industrial complex, being the major weapon manufacturer. It was top 10 some years ago.

Taxes and Budget, is why. There has to be give and take. If your already providing a huge welfare state and your nation's taxes are already super high, increasing military without decreasing welfare would cause even more taxes.because a higher budget would be needed. I'm personally in favor for a small welfare state and ppl choosing how they want to spend thier own money.
The strange thing is even though historically Sweden was neutral during ww2. The last war Sweden was in was against Napoleon. But I just had a game as Germany, and they sided with the allies. With historical focuses on.

I love Communist Sweden, it's the most broken shit of all time.
Sweden actually has a very big military industrial complex, probably the biggest in the world compared to out population. Soo you can actually combine it with a welfare state.
I feel like the fascist path isn't that rare. Ater all it's usually always the path with the most map painting. And I don't know about the new DLC, but at least for No Step Back the monarchist path has not been the most popular. Monarchist paths are just the loud minority in the community and with all the streamers/youtubers only doing those.

Medal's armor buff is pretty easy to understand. They slap that medal on the front armor panel of the tank. More metal on tank = More armor
