According to Shazam, this comes from an album called Marches et Sonneries de l’Armée Française by Musique de l’Air de Paris.
Its a song from the period of Jeanne D'arc with her scottish gard playing this song when she enter in Orléans ( if im right ^^ )

Originally this tune "Hey Tuttie/Taittie ?" was thought to have been played by the Scottish soldiers as they marched to their famous victory @ Bannock Burn in 1314. It's also the tune that our national poet Robert Burns used to set the words of his famous poem

This is an extremely old Scottish marching tune and definitely has no connection with Ireland.
