Great start to Downtiwn. It is looking unbelievable! I like the idea of the water front tram line. If you decide not to use the road builder mod to modify the exsting road, a dedicated tram line between the existing road and the water line could be interesting too with custom stops at either end. You also might consider continuing the tram all the way out to Queen's Cape. :)

The new downtown is shaping up pretty nicely, definitely has some Boston vibes. I think it needs two specific buildings to really sell it. A modern glass tower and a cilindrical one. There's a couple of options in game for the glass one and the round parking building could fit the bill for the cilindrical one.

I really think you should have used the urban elementary school in Port John and the French school elsewhere; also, the urban high school. Removing the monster school complex and decentralizing the schools would free up valuable land in Port John next to the medical center.
I also don't think having a big central park is a good use of land in Port John. Many small urban micro parks tucked into the awkward spaces would create more green space and better distibute parks throughout the downtown.

The calculations for the residents/employees each building has is such a pet-peeve of mine. 56:51 is such a good example, its ~30 floors and only has 47 employees at full capacity. An office building should be fairly densely populated. It should not average about 1.5 employees a floor. Sure you can edit them, but I should not have to go through every asset to change the amounts to be more realistic.

If you're thinking about terraforming to add more space for the city, you could copy Boston's Back Bay and fill in the bay right by downtown fort john. You could create a neat contrast by having a strict grid in that area with a different style of development to represent a later phase in the city.

My suggestion for the bay name: Kissinger Harbor or Kissinger Bay. Fort John could be one last name of a prominent figure from the area, and Kissinger is the other. Kissinger was one of the original real estate moguls in the area, and is responsible for rapid growth and industrialization in Fort John around the same time the fort was being constructed.
That lovely corner building you placed is the Kissinger Building, as not only was it a place where Kissinger was known to live (on the top floor of course), it was the first building Kissinger found success with in Fort John that was responsible for the rise in prominence of the Kissinger name in the region.

Love the idea of the historical tram line, and possible expansions for a modern city.
However, I think it should cover all of John's bay; if it is a 'sightseeing tram', it should be how tourists get from the Fort itself to the other side of the bay over to Queens Cape for a view of the Fort. Maybe also build a park over there with a viewing platform?

You should look into adding the French college to downtown Fort John. It has a very city college feel; older repurposed building style that would not be out of place for a decentralized campus scattered all over a city. Also, because it is modeled after Boston/Massachusetts/New England, a Brownstone-styled rowhouse neighborhood would look pretty great somewhere just outside of the city center.

I wonder how far you can place those Ambulance Bay additions from the main structure? In the US, typically, we don't work out of hospitals. EMS stations are dotted around counties and cities, witch districts per station; we balance the spread of Ambulances and distance from hospital. Placing your Ambulance depots around town, instead of next to hospitals, would reduce mortality rates and probably end your "waiting on ambulance" problem.
Not sure the game allows it, but if so, and you're going for American style, I recommend multiple small additions for ambulances and small Fire stations, to be dotted in more rural and far away from hospital areas.
Great series man! Good health to you and thanks for the content
