Just FYI this can also be caused by a hormone imbalance. Sometimes it won't be picked up by blood tests. But you can see an endocrinologist. They specialise in hormones.
Honestly? AHA is what helped me out. I tried the 7 AHA whitehead toner by COSRX and my face glows without any toners, overly greasy moisturizers and several layers of skincare products. It got rid of the bumps, evened out my skin texture, got rid of dead skin cells and gave me the baby skin feeling. I love it more than the BHA one or the toner with both BHA and AHA.

For me, i mainly had blackheads around my nose and few whiteheads on my chin. I don't get that much acne most of the time and have little comedones on my forehead. So the cosrx one claims to exfoliate very gently and it is gentle for sure! As i don't have severe acne and this product has mildest amount of exfoliants that do their job in the mildest and most gentle way, so the after result was really noticable for my less complicated case. It takes time to reduce comedones but it cleared up my blackheads in the speed of light, in a day! It also controls sebum for my oily skin. It softens my skin by removing dead cell, leaves my skin all glowy in the next morning. One thing that didn't satisfy me is it hadn't reduced my pigmentation yet. I'm not sure if it'll do in the future or not but hope to see it lightening my pigmentation. It will put you in purging phases for a week or two but don't need to panic at all, it's normal when you chemically exfoliate your face. And the best thing is it doesn't irritate my skin at least! ✨ I use the Cosrx AHA/BHA clarifying treatment toner. Hope it helps you! :)💗

little side note:- Another ingredient that you should skip is PROPYLENE GLYCOL, I noticed that I wasn't under any three reasons here but turns out one of my serums has propylene glycol which also causes closed comedones you can switch to a product that uses BUTYLENE GLYCOL instead of propylene as butylene glycol is non-comedogenic while propylene glycol is. P.S. One of the common reasons can also be hormones but in my case, it was not; that’s why I checked the product I was using and found one of my products had a different glycol than the other on the ingredients list.
for a while i used the some by mi aha and bha toner, but i kept getting little bumps all over my face so switched over to the anua heartleaf toner which helped but not with the bumps. i just got the eqqualberry toner, so i'll see how it works!

They could also be malassezia, which is a fungus that lives of of your skins oil. If ketoconazole (shampoo) helps with those, it might very well be malassezia. It sadly can only be prevented by not using oil and esther based products, and is more common in combination with eczema or psiorasis prone dry skin.

Hey! I would recommend paying attention to your lifestyle. Because having an outer glow translates to glowing inside as well. And I’m not saying for you to go on a diet or anything but just drink plenty of water, make sure you’re getting exercise and fresh air, and try to limit junk food like sugar. As for skincare, don’t try anything harsh since ur only 12 years old and your skin so sooooo delicate rn. I would reccomwnd Senka perfect whip cleanser since it cleanses all that gunk out but it can be drying. AND DONT WORRY ABOUT IT TOO MUCH!! Everyone gets acne, and you’re 12 girly, everything will be just fine :)
