For king,Zoro was only able to beat him with adv conq haki. So sanji technically doesn't have the power to hurt king . Like having adv conq is too much of a boost. Luffy was able to go toe to toe with kaido after he awakened it.
Unlike both gear 4 luffy and Zoro without acoc, Sanji was able to damage the seraphim so lunarian durability isn’t a problem for him. I think oda wanted to show Sanji has the Ap to damage them

King vs sanji is extreme either way. Sanji has to break downs king’s defenses until his flames go out and land a ton of powerful blows before he gets them back on. If king gets his hands on sanji at any point the fight is over. It’s a similar matchup to when akainu fought injured whitebeard. Sanji is faster but king has much more raw power.

I think it's the people who undermine Lucci. Lucci received 3 attacks from a gear 5 luffy (who wasn't taking it seriously but nonetheless a good feat) and has an awakened zoan. We do know it boosts your speed, strength, endurance and durability but what we don't know is it's capabilities against ACOC. If zoro high diffs Lucci then its safe to say that Lucci is high 1st commander and he could beat king and queen.
