if there is no short circuit, charge the gate from the 9V battery and measure the conduction resistance. discharging the gate with your finger, the mosfet should return to high impedance

first you need to unload the gate, because if there is a load in it, the mosfet will short-circuit and it will be operational!

If the MOSFET was fully on, the diode check reading should have shown 0.0V after charging the gate. That Fluke diode check voltage must be too low to get it into saturation region.
