The test is essentially applying a set force to the wing with a precise instrument set to the maximum allowed width. It either passes or it doesn't. As you correctly point out, it didn't fail all tests, only the new one introduced to prevent teams from using overly flexible wings which bent more than FIA liked under load. We cannot assume how influential this change is at top speed where the mercs excelled.
Lastly, whether victims of chance (I believe merc were quoted as saying it simply wasn't installed correctly) or malice, the teams knew the regulations. In real life you always have to deal with tolerances and deviations for engineering. Playing too close to the edge sometimes bites you.
TL:DR quoting margins of failure in a test that is essentially pass/fail with the instrument misrepresents the situation.

He made his stay out decision based on what he knew and what he was told, and then he realised he was too late to change the tyres and win when the rain just dumped down on him. The grip on his medium tires was much better than on the hard tires of Ricciardo and Sainz in front of him. That allowed him to overtake them and then all three of them dove into the pits. Everyone in front of Verstappen when he came out of the pits was still on slicks exept for Hamilton, so those were easy overtakes.

The most impressive thing is actually not on this video. Max makes the decision to box a couple of seconds before this. While he is the one keeping the car on track as others go off. The only one as quick as him is Leclerc. Who decides to continue. Max has the perfect feel when to pit. That brings him P2 in this race. All others have easier decisions to make, or make worse decisions. HAM pits 'opposite to NOR'. Lando makes the wrong call. Sainz and Ricciardo were off allready, Bottas and Raikkonen went early because they had nothing to lose. The moment Verstappen tells his team that he thinks they are 'losing time one this tyres', that is where he wins the championship.

you can be a fan of whichever driver, but Max's drive was amazing. the community needs to acknowledge that these are some of the top drivers and the "chosen" drivers for the sport. its not easy to be in there. even for those paid drivers or daddy's team as some of the comments i see. its not easy to drive these cars so mad respect for the top ones that perform at such level.

Even though I have trouble understanding somethings on certain radio messages, it’s definitely just me and not him especially since he speaks more than one language. I like how he is almost immune to pressure and just keeps his head down and goes to work. He was silent for like half the video focuses on clawing his way back. Seriously, starting last and finishing P2 and a stellar performance. Отлична!
