John Deere LX176 Long Cranking Fix - Throttle Cable/Choke Adjustment

I've maintained this mower for the past 2 years since I've owned it. When I inherited this, It didn't start at all, I've done the following:
New Battery
Spark Plug
Air FIlter/Fuel Filter
Oil Change
Deck Belts
Igniter Module
Blade Changes
Deck Adjustments
Complete Carb Cleaning
This has now been running great, but over the past few years it would slowly take longer to start, so I've tried starting fluid and a little fuel in the carb to get it started, but it would slowly die once it burned off.
