How France Has Changed One Year After The Paris Terrorist Attack (HBO)

  • A year after the terrorist attacks in Paris that killed 130 people and shook the country, the French government has responded by tightening its criminal code, expanding police powers and, for the first time since 1872, creating a national guard.
    The Interior Ministry says it will create a new enhanced security status, which will let more private security guards carry arms. But more guns on the street won’t fix deeper failings within French intelligence agencies.
    “Every terrorist who attacked Paris, in January or November, was previously known by our intelligence services,” Georges Fenech, of France’s Parliamentary Investigative Committee on Terrorism, told VICE News correspondent Katie Engelhart. “Some had even been convicted. It was, for us, a defeat of our intelligence services.”
    Fenech led France’s official investigations into the 2015 terrorist attacks and has called for a “French Guantanamo” to be built on French soil. Yet critics accuse the government of taking things too far, surrendering vital civil liberties under the cover of an ongoing state of emergency.
    “In exceptional circumstances, we need exceptional means,” he said. “We think we have to go further.”

      Oskar Elek These amateurs with pistols would be way more effective in a gunfight with a bunch of suicidal terrorists with AKs, if they just got out of the way. Than if they just spray and pray, block the lines of fire of the actual professionals or bind precious resources because they need to be rescued, because they aren't properly equipped or trained for such situations.

      Soff1859 True, the guards may be a hindrance in a gun battle due to lack of military experience, however the more people carrying legal guns on the streets, the less likely there is to be another person who thinks about challenging them.

      Alex Mayfield No. The more people carrying guns on the street, the more likely normal criminals are to use guns too. They're not gonna threaten to beat you up anymore if you don't givem your wallet. They're just gonna point a gun at you instead, if they have to assume you're carrying a gun.
      There's a reason America has quadruple the homicide rate of France, Germany, the UK and pretty much all other developed countries.

I just know that if I was planning to shoot up a school, restaurant, gay bar etc. I would definitely think twice if I knew patrons of said location were likely to be carrying guns as well. People who can defend themselves get messed with much less than helpless sheep, that's for certain.

      The french national guard is composed of reservist from every branch of the military, law enforcement and inteligence agencies so these young people are a minority and will most likely be with trained personnel when on duty.

      I do not have all the information to fully accompany my next statement, but I believe the 2 weeks of training along with the 8 hours of shooting practice is only the minimum training required to be able to patrol the streets as a Gendarmerie officer. Also, they mentioned they are only called in as reinforcements, yet they do have the necessary training to fight in the front-line.

      no they really do not .... i know people who where drafted in to mandatory armed service in Croatia.......it was 6 months tour and they only used 150 bullets or less... rest was guard duty and physical exercise

      Their training is most certainly ongoing. This is likely just the orientation. I would assume, like the National Guard here in the US... they train constantly.
      I'm going with this is just their first session.

      2 weeks is not enough for even a backup gendarme that is meant to be a national police force.
      In the US at local police academies the training last a few months for a local cop or security official, let alone state and federal police.
      2 weeks is not enough at all, police should be treated more like the military in recruiting and held to high standards.
      Armed people is good if they know what they're doing otherwise, they'll be massacred by an organized attacker, still I guess it's better than a defenseless individual, it's too much of a false sense of security.

    I'm a student living in France, I've noticed the extra security and i've seen the national guard walk around my city on multiple ocasions, especially guarding churches on sundays. I think it is needed since terrorists seem to be targeting france more

      You didn't even know how their job works. They are mostly used to get a +1 in a patrol where 2 active duty agent. Sometimes they are only reservists but with a former gendarme who is retired, so there is always a higher rank with them

      Odran Keogh I could actually show you cases everyday in America where people save their lives with guns too. And many of the people dying by guns in my country are gang shootings and suicides.       Emperors and Terrorists are two separate things. Napoleon was an emperor, and expanded to make an empire. He held a strong federal government and would usually squash most opposition or anything which could devastate the French land.

      TheMilitantHorse I didn't say there would definitely be terrorism. Probably means more likely than not, and I'm saying that's the wrong word to use here because it's NOT more likely that terrorism would disappear if France had another Napolean.
      Your rephrasing changes the meaning entirely, and even then, cannot be proven true. There's nothing to say there wouldn't be another mujahideen rebellion like there was with the Soviet Union in Afghanistan, which would make terrorism far worse than it is now.

      Guess that was applied recently then. Calais has been ruined by it for years along with Paris. Either way the killers were born from an immigrant background and became brainwashed, none of them were 100% French, the French goverment knew it was coming, I saw the military patrols in the streets myself, three days before the attacks.
      The only countries with the most restrictive policies are Czech Repulic and Hungary, because they're not stupid enough to allow another repeat of Paris.

    The problem isn't a lack of armed people. Within 10 minutes the cops can have dozens of armed professionals at any location in a major city. More than enough to outgun and outnumber any potential terrorist force. A bunch of amateurs with 8 hours of firearms training isn't gonna help.

      Obviously. But some amateur opening fire in a crowd is gonna cause even more damage than if people just fled. Also by the time these amateur reservists went home to get their (underpowered) gun and uniform, plenty of actual cops and soldiers are already gonna be on scene.

      +Non Stop oh yeah i'm sure you'd totally be calm enough to hit a moving target with a pistol at 20 meters, without hitting his body armour. And while doing all that you'd totally wait for a few seconds (while the guy is shooting at you) until there are no civilians behind or next to him, who could get hit if you miss or the bullet penetrates him.
      i mean who knows, maybe you are a navy seal and could totally pull that off. But certainly not if you have only 8 hours of firearms training and thought you were just having coffee with your friends until your friends braind splattered all over you just 10 seconds ago.

      I have a particular set of skills, skills that have not been used yet, Skills that make me a nightmare for Jihadists, Just give me a Glock and some 9MM Rounds and that will be the end of it, as a Law abiding citizen I will do what I can to take them down, and If I don't because of the original shock of being attacked while drinking coffee then I am sure, if we lived in a society which allowed law abiding people to defend them selves, that somebody else would shoot him dead, we may not win every situation, but the odds are certainly not in a Jihadists favour, when the population can defend them selves against attack.

      Yeah exept they're not doing basic training. Of course regular army training lasts longer than two weeks (around 3 months or 12 weeks like you said), but these folks will never be sent overseas.

      It's hard to get what he is saying, he speaks too fast and I don't have the context to guess, he says something like "tu laisses ta main droite sur les menottes et tu viens contrôler ton (coude ?/coup ?) avec la main gauche, d'accord ?". I don't understand the word after "to control (something)", it is translated into "punch" in subtitles so maybe it is "coup".

      Dude.... France right now, despite this problem (and we didn't have such a problem since a century at least) is STILL MORE SECURE than usa (regarding any types of crimes per capita, rapes included). Why don't you think about that instead off your average pro gun mental gymnastic ?I really don't know how you find your informations regarding Europe and crime in general but there could be a methodology problem here...

      A bullet from an AK47 travels at more than 500 metres per second. Fired at point blank, it would just needle right through the cop's head with virtually no visible sign of impact. The bullet would more likely cause more internal bleeding and would have cauterized the entry and exit wound which would delay external bleeding.

      i researched this at the time after hearing a similar claim and found clips of ak47s on liveleak being fired (often accidentally) into people's heads, killing them. there was always a lot of blood.

      Aaron Limberger The man explained how it would be different? He said they wouldn't incarcerate without a judicial decisions beforehand. America got into the habit of rounding up muslims and locking them up in Guantanamo when it opened without convicting them of anything...

      ***** Again, prophesying is mere assumption and you are doing it with an assumption that it serves a majority, no it serves the people, whether they voted for that party or not.
      Again with the free speech is an assumption using hypothetical scenarios playing in your own mind.
      The EU is the most regulated economic system to date, leaving a huge stagnant economic growth from the 2008 recession. It's dictatorship of "free-trade" means EU members do not have the right to negotiate it's own trade deals outside the EU. Does not work or strengthens it'self when one country exports more than the other, and for other members not having the capability to exports goods needed to create a fare balanced EU.
      It seems you have jumped in the deep end on politics, I'm quite the educated one on the matter of EU and politics as whole.

      ***** Yes, beside the countries with less regulations placed on them. I just want to backtrack on something you had said, you recall this new world we entering a police state, that's what you accused me of supporting.
      Remarkably how France with open boarder policies has led to Islamic attacks that have led no other choice but for Police to use guns, giving them more power creating a bigger police state, it's the establishment that did that. Hilarious contradiction I might add.
