Because nobody knows lane discipline here. The middle and rightmost lanes are fast lanes. The left lane is for slow vehicles. If all slow movers stuck to the left lane, Indian highways are no different than European ones (except for DE) . Sounding the horn may get slow movers to switch to the proper lane
While changing lane its compulsory to horn
