Yes! If you have not booked your accommodations yet to stay near Sultan Ahmet Square. There is a lot to see there and it is a great place to move around the city from as there is a good tram stop close by. For the tram, you can get an istanbukart at one of the kiosks then load it with TL for each trip! That was the main way we moved around the city.
Uber'd from Istanbul to Ataturk for 168TL (~$18 USD) at about the same time. ~ 25% of the trip was in traffic.
