Mr. Freeze has a skin condition and a freeze gun. The first movie had some crazy gadgets that make a freeze gun seem tamed. I don’t think he’s too fantastical for this universe.
The peguin will definitely be a lingering villian that Batman just beats up but can’t take down cause he has too much power or maybe even becomes the mayor or something. I think with Batman needing Bruce Wayne and him being more involved it would be great for hush to make an appearance, also with the riddler unmasking the truth.

As much as it'd be cool to see the Court of Owls some liberties would probably have to be taken especially without Dick Grayson and the whole Bats beating down Talon after 3 days of torture and no food but man the fight sequences and mystery elements could be the best things to have ever taken place in any Batman movie and the perfect opportunity to see him play up his Bruce Wayne persona more

Personally Id love to see them set up Harvey Dent in The Batman Part 2 and naturally build up his downfall as Two Face by establishing his friendship with Bruce Wayne and his partnership with Batman and the GCPD and how ge wanted to take down the organised ceime in Gotham under the Falcone family however now he has to try learn how to stop Penguins criminal empire. Id especially love if rhey take they're time with setting him up in Part 2 as a supporting character and in the third movie he becomes Two Face and we really see him kickstart the rise of supervillains in Gotham. Other villains Id love to see is Scarecrow or Poison Ivy because there's a lot of interesting things they could do with both villains. One idea I had was to reimagine Scarecrow as a religious cult leader putting the fear of God into his followers and planting his fear toxin as a secret drug in Gotham and expanding his cult into the city. Poison Ivy would also be another underrated villain who has potential to be portrayed as this femme fatale chemist seducing and poisoning powerful men in Gotham such as Bruce Wayne and using her seductive charm to get what she wants and even kill them in order to save mother Earth as she has a mental disorder that makes her believe she can actually talk to plant life and hear how much they suffer because of pollution. Though to be honest I do think it will likely that villains like The Court of Owls, Hush or Professor Pyg are more likely to appear given the tone of this universe

Well with Mr. Freeze, they could just not give him magical powers like in 2004, instead they could make him more like Doc Oc from Spider-Man 2, a grounded, scientific character, and the poster for The Batman Part II is blue, and in the movie he could probably set up a freeze beam that’ll look like a Minecraft beacon and it’ll freeze the atmosphere or something

Superman is kicking off a new universe that will have a new Batman in it. This current batman is in his own universe with only the penguin show being connected. Robin will not appear because he will be used in the batman movie for the new universe setup by the superman movie. Hope I cleared things up.
